Description of Task to be Performed:
AnaVation is looking for a skilled Program Manager with strong organizational skills and Scrum Master Experience to join our growing team. The selected candidate will be responsible for overall program performance and will play a key leadership role in our exciting work program. Responsibilities may include, but are not limited to:

· Oversee the full project management life-cycle for teams supporting operational, mission-focused programs.
· Brief stakeholders on project performance including contract deliverables, staffing, risk management/risk mitigation, and schedule.
· Ensure delivery on budget, in scope, on schedule, and with high quality.
· Collaborate with customers to define project scope and schedule, while providing value.
· Formulate and enforce work standards, assign program schedules, review work, supervise program personnel, and communicate policies, purpose, and goals to team members.
· Organize and lead project standing and ad hoc meetings.
· Manage and report variances with all team leads and customers on a continuing basis.
· Recommend information technology and team execution strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
· Coordinate Configuration Change Board (CCB).
· Produce monthly financial reports, to include all required invoice documentation
· Communicate effectively and timely with customers, employees, and other contractors.
· Identify and resolve issues and conflicts within the project team.
· Maintain adequate staffing levels, ensuring timely backfill of any open positions.
· Serve as Scrum Master for a cross functional team performing full lifecycle development, adhering to Agile methodology.
· Ensure that the agreed upon Agile process is being followed by leading scrum teams focused on system, security, and software requirements and milestones.
· Facilitate key agile ceremonies, e.g., daily huddles, backlog grooming, sprint demos, sprint retrospective, and sprint planning.
· Guide team to be self-organized, promoting joint accountability for results and solving productivity issues within a collaborative team environment that fosters creativity, innovation, and continuous improvement.
· Provide targeted communication to all stakeholders to ensure clear understanding of dependencies, deliverables, and issues to manage stakeholder expectations.
· Support continuous innovation by implementing best practices to improve technology tools and processes to increase team efficiency and technical execution.

This position is primarily on-site in Quantico, VA and requires a Top Secret clearance and the ability to obtain an CI clearance with a polygraph.
