The Regional Capital Programs Associate Director will oversee Capital Planning and Execution at 6 sites, responsible for planning and executing capital projects and programs for the region.  This position will utilize the output of gap assessments from the Engineering teams for meeting GSK Engineering Standards, will utilize output of strategy sessions of leadership, and will utilize the output of Reliability Engineering in order to project 5 and 10 year CAPEX plans site by site, all of which roll up to a common Regional Facility Investment Plan and CAPEX plan. 

In any given year the Regional Capital Programs Associate Director and team will execute against the annual CAPEX plan and meet scope, cost and schedule commitments within the plan.  To do so the Regional Capital Programs Associate Director will use key strategic partners for both Project Management and Construction Management.  On each project a Project Implementation Plan will be developed and reviewed for approval and endorsement before execution. 

The Regional Capital Programs Associate Director will be directly responsible for Safety and meeting all GSK Safety standards including the Contractor Management Program for all projects under the person’s control.  Projects will need to be handed off the business owner and in many cases will require operational readiness as specified in the PIP. 

The Regional Capital Programs Associate Director will be expected to maintain a number of KPIs to measure performance of the group including safety record, adherence to budget, adherence to schedule, and other items to be defined.

  • Uphold and ensure compliance with internal GSK policies, standards, procedures and relevant external regulatory requirements with respect to Quality, Statutory and Environmental Health and Safety (EHS) requirements. Ensure that the Engineering function and activity is a safe place to work and ‘inspection ready’ at all times.
  • Delivery of capital program and plan.  Expected to deliver within 10% of budget and achieve project schedule. 
  • Expected to carry multiple projects in parallel, working with project execution partners to complete the work.
  • Report out regularly on project status and portfolio status.  There is an expectation of administration and communication, and a strong organization system is imperative to succeed.
  • Manage relationships with stakeholders in a positive and productive manner.
  • Responsible for all capital project and maintenance contractors to ensure they are in compliance with national, local and GSK standards. 
  • Establish relationships with key senior GSK management, customers and Service Providers to enable the successful delivery of services.
  • Act as mediator and decision maker in the resolution of disputes associated with delivery of services at the site and regional level.
  • Identify opportunities for continuous improvements and innovations to improve customer service levels and deliver cost savings.

  • Project management experience
  • Experience with Research & Development process and experience with GxP requirements
  • Experience working with regulatory standards which apply to R&D and Commercial facilities in the areas of health, safety, environment and quality
  • Bachelor's Degree

Preferred Qualifications:

  • Proven expertise in managing projects up to $10MM.   
  • Proven commitment to safety with focus on contractor safety / project safety.
  • Broad understanding of all engineering disciplines as they apply to design, operation and maintenance of R&D and Commercial facilities.
  • Customer focused and able to demonstrate an understanding of business needs analysis and customer relationship management. 
  • Outstanding leadership and managerial skills to motivate and influence senior GSK executives and managers in a demanding and rapidly evolving environment.
  • Excellent interpersonal, presentation and persuasive skills to successfully interact with managers at all levels.  Ability to manage internal relations with site customer base. 
  • Ability to establish strong working relationships with key external contract partners, to deliver appropriate site services in agreement with established contracts.
  • Ability to think and act strategically. Initiate and engage in long-term planning.
  • Demonstrates knowledge across multiple Facilities Management disciplines.
  • Acts as a role model for applying standards to ensure compliance.
  • Technical expertise to communicate and manage complex, technical issues. Can translate technical data, see basic relationships and articulate key messages.
  • Proven competency to manage budgets for cost centres, Capex and P&L.
  • ‘Enterprise Thinking’ to effectively direct all activities across sites or region.
  • Demonstrate extensive competence in the operational engineering field.
