What You Will Do:

As a senior consultant in this role, you will provide subject matter expertise for Department of Veterans Affairs (VA) VistA, primarily Integrated Billing and Accounts Receivable (IBAR) support for Department of Veterans Affairs. Specific responsibilities will include:

  • Understanding of the VA Revenue process and the functions of the CPAC including:

    • Third Party Billing

    • 1st Party Billing & Veteran Copayments

    • Accounts Receivable

    • Treasury Offset Program (TOP)

    • Veteran Debt Management

    • Insurance processing

    • Facility Revenue process

  • Provide guidance on the CPAC and Facility Revenue processes so that updates are configured to support the guidelines and policies of VA.

  • Use your knowledge of CPAC/FR processes to serve as the functional SME of VistA (Veterans Health Information Systems and Technology Architecture) and the modules that interact with the IBAR package

  • Provide strategic guidance, technical expertise, and operational support related to the integration of the IBAR module with the other modules listed in the first bullet to ensure proper configuration, maintenance, and troubleshooting of enhancements.

  • Provide support in translating complex technical integration issues into actionable insights and recommendations.

  • Provide assistance in understanding how IBAR integrates with VistA, including data exchange protocols and synchronization processes to prepare for system enhancements and patches.

  • Use your knowledge of IBAR CPAC processes to coordinate with software testers and SQA testers to create test scenarios and identify or create test data for the enhancements.

  • Coordinate the installation of VistA patches/updates in multiple VistA applications

  • Use your knowledge of CPAC/FR processes & IBAR to coordinate and update user manuals and training materials

  • Use your knowledge of Medical Care Cost Recovery (MCCR) activities to provide assistance and troubleshoot issues.

  • Coach and mentor testers and developers on the team in matters related to VistA and IBAR

  • Present findings and patch kickoffs to VA clients

  • Attend agile ceremonies and client calls

  • Provide support for validation and verification of test reports


What You Will Need:

  • Demonstrated understanding and advanced knowledge of Department of Veterans Affairs’ Revenue Operations.

  • Broader knowledge of Department of Veterans Affairs’ system interfaces and dependencies for Billing and Accounts Receivable

  • Extensive knowledge of IBAR system including financial reporting, billing, accounting, reconciliation and compliance within the VA

  • Bachelor’s degree from an accredited university or US equivalent

  • Minimum 5 years of relevant experience (strong preference for 8+ years of experience)

  • Knowledge of VA System Inventory (VASI)

  • Experience working with Jira, Fileman, VistA, IBAR, Microsoft Tools (Excel, PowerPoint, Word)

  • Functional knowledge of VistA architecture, modules, and workflows

  • Experience in developing and updating user manuals


What Would Be Nice To Have:

  • Knowledge of developing testing scenarios and identifying test data

  • Knowledge of MCCR National Database

  • Ability to coordinate IOC concurrences and preparation of documentation

  • Provide knowledge management support as needed Experience with patching and installing VistA updates in multiple VistA applications

The annual salary range for this position is $94,900.00-$142,300.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
