What You'll do:

We are seeking a senior IDIQ Program Manager / Director to lead and oversee a high-visibility DIA Human Capital Management System (HCMS) program within the Intelligence Community. This individual will have end-to-end responsibility for program execution across multiple task orders, ensuring strong governance, contract compliance, risk management, and customer engagement.

The ideal candidate brings deep experience running federal government programs, demonstrates sound judgment in complex environments, and consistently drives execution through proactive leadership, accountability, and disciplined program management. This role requires the ability to operate independently, anticipate challenges, and maintain momentum across a dynamic, multi-stakeholder program.

This position requires a regular onsite presence in a SCIF environment to support mission needs, with limited flexibility for remote work when appropriate.

Key Responsibilities

Program & Contract Leadership

  • Lead overall program execution and governance across multiple task orders
  • Operationalize IDIQ contract requirements, performance standards, and delivery expectations
  • Establish and maintain program cadence, reporting, and performance metrics
  • Ensure schedules, budgets, staffing, and deliverables remain aligned with contract requirements

Compliance, Risk, and Performance

  • Ensure full compliance with contract terms, DIA policies, and Intelligence Community security requirements
  • Identify risks early and implement mitigation strategies to protect program outcomes
  • Monitor performance across teams and partners, ensuring commitments are met
  • Surface issues with clarity and provide actionable recommendations for resolution

Government Engagement

  • Serve as the senior program interface with DIA stakeholders
  • Facilitate structured discussions on priorities, dependencies, risks, and program direction
  • Provide informed guidance and recommendations to support government decision-making
  • Build and maintain trusted relationships through consistent, high-quality delivery

Task Order & Team Oversight

  • Oversee execution across multiple concurrent task orders
  • Align task order leadership, technical teams, and partners to shared objectives
  • Ensure effective coordination of reporting, deliverables, and staffing activities
  • Lead subcontractor and vendor performance management

Program Growth & Continuity

  • Support identification and shaping of follow-on work and program expansion opportunities
  • Partner with internal leadership to ensure continuity and long-term program success
  • Contribute to proposal development and solution shaping as needed

Work Environment & Location

  • Primary work location: Onsite in a SCIF in the Washington, DC metro area on a regular schedule
  • In-person presence required to effectively support the government customer approximately 3-4 days per week
  • Limited work-from-home flexibility available when mission needs allow
  • Travel to conferences and other mission needs may be required

Required Qualifications

  • U.S. Citizenship required per contract requirements
  • Active TS/SCI clearance required; SCI strongly preferred
  • Bachelor’s degree in Information Systems, Engineering, Business, or related field (or equivalent experience)
  • 15+ years supporting DoD and/or Intelligence Community programs
  • 10+ years in program management or senior leadership roles
  • Demonstrated experience managing complex federal contracts and multiple workstreams
  • Strong understanding of federal contracting, compliance, and risk management
  • Proven ability to maintain program momentum in complex, fast-paced environments
  • Excellent written and verbal communication skills
  • Must be local to the Washington, DC metro area

Preferred Qualifications

  • Experience supporting DIA programs
  • Experience with Human Capital Management (HCM) systems
  • Workday implementation or operational experience
  • PMP or equivalent program management certification

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:

$133,407.00 - $229,455.00
