The Leidos Health Solutions sector is seeking a dynamic, mission-centric hands-on Chief Technology Officer (CTO) with program management experience to support a federal agency’s mission-critical enterprise program supporting P/L and 100+ person program. The ideal candidate is a strong technical leader with expert comprehension of modernization of applications, cloud services, and solution architectures, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.
Candidate must be local to the Baltimore MD / DC Metro area for occasional onsite meetings in Reston, VA and Washington DC area.

As a CTO with Program Management oversight, you will be accountable for directing customer support services, engineering, and strategic support activities across all aspects of the program, including Application Modernization (Legacy COBOL and Java applications), Data Analytics, Service Desk, Low Code/ No Code, DevSecOps, Automation, cloud infrastructure, cybersecurity, and engineering areas of the program.
The CTO will have a broad IT background and deep comprehension of IT management and engineering management processes, cost estimating, business acumen, project management, all aspects of ITSM, and make recommendations and advise on organization-wide system improvements and optimization. The CTO will work with the Program Manager to steer technical efforts, working closely with the client to develop technical roadmaps and implementation plans.
The successful candidate should have a technical background as a CTO and be collaborative, analytical, an innovative thinker with strong problem-solving skills, and in charge of information technology initiatives and strategy skills to deliver the best solutions for the customer’s mission. The ideal candidate will possess strong communications skills and the demonstrated ability to convey technical concepts to non-technical audiences.
Primary Tasks:
Guide teams and/or assist in creating Enterprise Architecture (As-Is, To-Be) roadmaps, designs, implementation plans, operational documentation, and continual improvement of cloud services.
Conduct Enterprise Architecture assessments, planning, modernization, maintenance, and migration activities to continually evolve and avoid obsolescence.
Engage with customers to comprehend mission and provide a strategic approach that will meet short- and long-term goals.
Guide teams and/or assist in creating automation capabilities aimed at improving service delivery and gaining operational efficiencies within cloud environments.
Provide technical process improvement recommendations for standardizing and optimizing system and infrastructure design and architectures.
Work closely with Operations teams, other team members, contractors, and application owners to solve complex technical problems related to on-premises and cloud-hosted systems.
Ensure Federal security standards are built into designs and adhered to as part of the implementation.
Provide technical direction and architecture guidance to infrastructure implementation and maintenance teams.
Provide and identify opportunities for emerging IT solutions, integration of new technology, technical process improvement, as well as analysis of cloud utilization, with data visualizations, and alternative cloud resource sizing for government consideration to reduce costs and increase productivity.
Establish and enforce standard procedures for product selection and system design changes that include an impact analysis and coordination of activities across all functional areas of the organization.
Guide developing programs, project plans, and roadmaps, and drive them to conclusion.
Basic Qualifications:
Master's degree (or equivalent) and 15+ years in Information Systems, Information Security, IT, EE, Network Engineering, Computer Science or Bachelor's Degree and 20+ years of prior relevant experience
Significant background (5+ years) designing, building, and curating application development capabilities and offerings for the Federal Systems Integration market.
In-depth comprehension of application, cloud, middleware, data management, cyber, enterprise IT, data center optimization, and SDN concepts; background in directing the design and integration of enterprise-level technical solutions.
Background in directing digital modernization efforts for federal health agencies such as NIH, HHS, FDA.
Background in developing strategic plans for deployment of IT services and system upgrades.
Previous background directing engineering teams with hands-on exposure in multiple, diverse network and system security technologies.
Hands-on exposure and knowledge with multiple types of technologies.
Organization leadership background.
Background in modernizing mainframe applications including treatment methods ranging from rehosting to rebuilding using modern application methods and tools while using rule and logic extraction tools.
Strong comprehension of the use of Continuous Integration/Continuous Delivery (CI/CD) pipelines, ‘Everything-as-code’ approaches, DevOps processes and tools, virtual machines, containers, container orchestrators (Docker Data Center, Kubernetes and variants like OpenShift, Cloud Foundry, EKS, AKS), ‘cloud native’ application design patterns, use of AWS, Azure, or ServiceNow services in rapidly building applications, understanding of ensuring security for cloud applications.
Strong critical thinking with good judgment and constructive creative concept development.
Facilitates and reviews the definition and implementation of standards, methodologies, and best practices that guide the design of technology solutions such as architecting and implementing solutions requiring integration of multiple platforms, operating systems, and applications across the enterprise.

Security Clearance requirement:
Ability to obtain and maintain Public Trust clearance.
