JOB SUMMARY

Job Profile Summary
Responsible for ensuring that the company complies with federal, state, and local regulations related to fuels compliance, marine compliance/marine vessel vetting, and hazardous material transportation. This role involves managing compliance programs, monitoring regulatory changes, coordinating audits, and developing strategies to maintain regulatory compliance. Expected to work closely with internal teams and external agencies to ensure the safe, efficient, and compliant transportation and storage of fuel products.

Essential Functions and Responsibilities

  • Fuels Blending Compliance Metrics:

    • Design, develop and establishes key reporting standards for KPIs relevant to the compliance of the company’s blending activities.

    • Review and utilize data related to blending activities for compliance reporting.

    • Develop reports and performance indicators for management to review concerning compliance status, risks,opportunities.

    • Ensure operations leadership engagement in the review of performance metrics.

  • Regulatory Compliance Oversight:

    • Lead and manage compliance programs related to the handling, transportation, and storage of petroleum products, and other fuels.

    • Stay updated on and ensure adherence to regulations issued by agencies such as the Environmental Protection Agency (EPA), Department of Transportation (DOT), Federal Energy Regulatory Commission (FERC), and other relevant bodies.

    • Oversee compliance with the Renewable Fuel Standard (RFS), Clean Air Act, and other applicable environmental laws and regulations.

  • Internal and External Audits:

    • Coordinate and manage internal audits to ensure compliance with regulations.

    • Serve as the point of contact for regulatory bodies during external audits and inspections, preparing necessary documentation and responses.

    • Implement corrective actions resulting from audit findings and maintain audit-ready documentation.

  • Risk Management & Reporting:

    • Develop and implement risk management strategies to prevent regulatory non-compliance.

    • Prepare and submit periodic reports to regulatory agencies and internal stakeholders, including incident reports and compliance status updates.

    • Manage relationships with third-party consultants, and compliance vendors as needed.

  • Team Leadership and Training:

    • Lead and mentor a team of compliance professionals, providing guidance, training, and performance management.

    • Develop and deliver training programs for employees on compliance-related topics, ensuring all staff are informed of the latest regulations and best practices.

  • Policy Development and Implementation:

    • Collaborate with cross-functional teams, including operations, safety, legal, commercial, etc. to develop and implement compliance policies and procedures.

    • Monitor and communicate regulatory changes that could impact the company’s operations and advise on potential compliance risks and mitigations.

Education

  • Bachelor's Degree in Environmental Science, Engineering, Energy Management, or related field

Work Experience

  • 5 or more years related work experience in fuels compliance, regulatory affairs, or a similar role in the midstream energy sector preferred

  • Strong understanding of fuel quality regulations, environmental compliance requirements, and midstream energy operations.

  • Demonstrated experience with federal and state regulatory agencies such as EPA, DOT, FERC, etc.

  • Excellent project management, organizational, and leadership skills.

  • Ability to interpret complex regulatory requirements and translate them into actionable business processes.

  • Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

  • Knowledge of: industry regulations, laws, and compliance standards (e.g., OSHA, EPA, etc.).

  • Knowledge of: fuel blending (butane, natural gasoline, and Transmix).

  • Knowledge of: policies, safety protocols, and operational procedures.

  • Skills in: problem-solving, analyzing issues, identifying root causes, and implementing solutions.

  • Skills in: interpreting data, trends, and statistics to inform decisions.

  • Skills in: planning, organizing, and managing projects from inception to completion.

  • Skills in: handling customer inquiries and issues with professionalism.

  • Ability to: prioritize tasks and manage time efficiently to meet deadlines.

  • Ability to: lead teams, make decisions, and drive organizational goals.
