Leidos is seeking a Proposal Management Director to lead the Proposal Operations team in support of the Digital Modernization Navy & Marine Corps IT Business Area, to include the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.


The Proposal Management Director’s mission is to lead the Navy & Marine Corps IT Business Area Proposal Operations Team in the daily planning, prioritization, execution and strategy of all proposals. The Proposal Management Director will be a key member of the Senior Leadership Team, responsible for hiring, staff development, process execution, process improvement, business strategy, customer satisfaction and financial outcomes related to 100s of active proposals every month. The candidate will lead a team of 30+ direct report proposal managers and solution leads while relying on drawing from a matrixed team of functional support including pricers, BOE authors, contracts and subcontracts professionals.  The success of the SMIT contract is highly dependent on the success of the proposal operations team, and so this candidate will need to work closely across the rest of the SMIT SLT, engaging with each of the Sr. Program Managers and Portfolio PMs in order to understand their priorities as well as remaining closely engaged with the Customer Account Managers to ensure that the customer priorities and concerns are understood and taken into account.


Due to the criticality of this organization, it is imperative that the successful candidate be able to not only track and support the detailed status of 100s of simultaneous proposals, but also that they are able to build and execute strategies to ensure the team is operating efficiently, while finding creative solutions to the challenge requirements of the contract.  While the Proposal Operations team adheres to overall Leidos capture processes and procedures, due to the unique nature of the workload, these processes and procedures need to be heavily tailored at the program level to enable the efficiency and speed necessary to meet this customers' requirements.

Primary responsibilities include but are not limited to:
•    Lead the Proposal Operations Team to successfully meet the requirements of the contract as it relates to proposal response speed and quality
•    Ensure that the Proposal Operations Team deliver proposals efficiently (cost and schedule) in compliance with corporate policy and procedure and with achievable business cases
•    Support the SMIT Enterprise PMO in the consistent activities of process leaning and improvement as it relates to the proposal execution process
•    Hire, train, retain and grow the Proposal Operations Team to meet the demands of the program
•    Engage regularly with the broader SMIT SLT to ensure the Proposal Operations Team is meeting the needs of the program
•    Engage regularly with the customer at Sr. stakeholder levels (GS-15/O5 and above) to ensure consistent, reliable, transparent status and forecasting for the delivery of proposals
•    Collaborate with GOV customers to gain understanding of their workflows and processes.
•    Conduct regular reviews and updates on all process documentation.
•    Ensure all SMIT proposal processes adhere to overall Leidos corporate policies.
•    Drive efficiency and speed to delivery thru implemented process improvement initiatives across the Growth organization. 
•    Lead regular lessons learned activities across the various teams supporting the proposal process.
•    Develop metrics and measure effectiveness of lessons learned once they are implemented.
•    Based on information collected thru regular conversations and meetings, work towards resolving training gaps. 
•    Support team trainings activities as well as 1:1 trainings and refreshers as needed. 

Basic Qualifications
•    Bachelor's degree and 12-15 years of prior relevant experience or Master's with 10-13 years of prior relevant experience.
•    US citizenship and the ability to obtain a DoD SECRET security clearance 
•    Exhibit leadership qualities required to coordinate and lead meetings with internal and external stakeholders 
•    Excellent verbal and written communication skills, with the ability to succulently communicate 
•    Prior experience in the development and management of training and process documentation. 
•    Prior experience in the business development arena, ie. Capture Management, Proposal Management
•    Strong analysis skills, with the ability to identify and improve processes.
•    Excellent change management skills
•    Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
•    Utilization of tools such as SharePoint, MS Project, Excel, and Word 
•    Ability to create original content using interview and research techniques
•    Strong follow-thru skills
•    Experience working in large information technology enterprise environments
•    Experience in collaborating with other enterprise technologists both internal and external to resolve complex technical issues

Preferred Qualifications
•    Currently possess an active DoD SECRET security clearance
•    Working knowledge of Leidos’ proposal processes, standards, tools, teams, etc. 
•    Working knowledge of Leidos’ Business Development and Capture policies
•    Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)
•    Prior experience with Navy programs
•    Industry or Leidos technical certifications
•    Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines

Pay Range:

Pay Range $144,300.00 - $260,850.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
