Leidos is seeking a dynamic Program Manager, contingent upon contract award, to provide strategic oversight and leadership for a large, complex transportation research and technology program supporting the U.S. DOT Volpe Center. In this role, you will ensure all technical and analytical work is delivered on time, within budget, and to the highest quality standards. You will direct multidisciplinary teams of technical experts, driving innovation and advancing solutions that improve the future of transportation systems.

This position requires U.S. Citizenship and a willingness to work a hybrid schedule in Cambridge, MA.

Key Responsibilities

  • Serve as the principal point of contact for all contractor-related activities under this program.
  • Oversee and manage technical research and development efforts, ensuring quality, timeliness, and budget compliance.
  • Strategically direct technology assessments, system analysis, and modernization initiatives to align with Volpe Center and partner agency objectives.
  • Manage overall program performance, including resource allocation across multiple technical tasks.
  • Ensure compliance with applicable federal, state, and local laws, regulations, and guidance related to transportation systems and functions.
  • Facilitate communication and coordination with partner agencies such as the FAA and FRA.
  • Drive initiatives in system and enterprise architectures, analytical research, and deployment support that advance transportation innovation.
  • Oversee laboratory facilities and operations support, ensuring effective use of technical resources.

Qualifications

  • Master’s degree in Engineering, IT, or a business-related field.
  • Minimum of 15 years of program management experience in transportation systems, technology programs, or applied research.
  • In-depth knowledge of federal, state, and local laws and regulations applicable to transportation systems.
  • Prior experience working with the U.S. DOT Volpe Center or similar transportation-focused organizations.
  • Strong leadership, strategic planning, and resource management skills.
  • Demonstrated ability to manage complex technical programs, including budgeting, scheduling, and team coordination.

Preferred Skills

  • Experience leading technology assessments, system analysis, and modernization projects in transportation.
  • Strong stakeholder engagement and communication skills.
  • Proven track record of advancing transportation innovation through program management.
  • Familiarity with system and enterprise architectures, deployment support, and lab operations.

Pay Range:

Pay Range $148,850.00 - $269,075.00
