Job Summary:
To plan, direct, lead, and oversee contract activities for UMMC. To provide strategic planning, pricing, contract administration, and performance measurement. To provide guidance and to assist operations in ensuring compliance with procurement requirements for the institution.
Education & Experience
Bachelor's degree in business administration, health care administration, or related field, and five (5) years of experience in contract management and/or contract negotiations, of which three (3) years must have been in a managerial role. Healthcare provider environment preferred. Juris doctorate preferred.

Knowledge, Skills & Abilities
Knowledge of business and management principles involved in strategic planning and contract administration. Knowledge of applicable laws and regulations and the ability to read and apply those regulations and legal documents. Organizational, analytical, and negotiation skills. Interpersonal skills. Excellent verbal and written communication skills. Ability to plan, organize and conduct multiple complex contract negotiations and procurement methodology decisions. Ability to establish and maintain professional relationships.
RESPONSIBILITIES
- Provides executive management and facilitation of contract processes and initiatives of the institution.
- Serves as the primary point of contact for contractual issues for the IHL board staff and facilitates compliant IHL submissions. Also serves as the primary point of contact for DFA and ITS for contractual issues.
- Settles and resolves controversies regarding contract issues, in compliance with applicable state and federal laws.
- Coordinates contract compliance issues with the office of integrity and compliance, office of the general counsel, and the vice chancellor's office.
- Provides oversight and regular assessment of procurement practices in conjunction with the chief of supply chain management to ensure compliance with state and federal laws and regulations.
- Evaluates proposals and develops and negotiates terms and conditions on individual contracts; drives implementation of strategic contract opportunities; approves and implements new and/or revised contract policies and processes.
- Develops, ensures compliance, and administers policies and procedures relative to contract administration; participates in development of business alliances, acquisitions and divestures, source selection procedures and process, make or buy determinations, and risk management directives.
- Provides strategic planning for the departmental goals and objectives; effect and manage change agents; predict financial and analytical outcomes and influence senior management; motivate and develop a leadership team.
- Works with senior leadership, executive management, other department management and vendors to resolve contract issues, promote positive relationships, and vendor management policies.
- Generates and maintains required documentation and reports.
