Job Description:

We are seeking an accomplished Network Operations Center (NOC) Director in our Javelin Network Operations Center to provide visionary leadership and strategic direction for our 4G/5G Radio Access Network (RAN) operations. This executive role will oversee integration, troubleshooting, and configuration management across multi-vendor environments, ensuring operational excellence, innovation, and scalability. The NOC Director will be responsible for shaping the future of network operations, driving automation, and aligning technical execution with business objectives.

Key Responsibilities:

  • Strategic Leadership
    • Provide direction and oversight for a large engineering team (100+ members) across multiple disciplines.
    • Define operational strategies for AT&T’s 4G/5G RAN integration, modernization, and automation initiatives.
    • Champion digital transformation, including AI-driven monitoring, cloud-native RAN, and Open RAN adoption.
  • Operational Excellence
    • Ensure 24/7 NOC operations meet AT&T’s stringent SLA and performance requirements.
    • Oversee troubleshooting of complex RAN issues, coordinating across design, scripting, and integration teams.
    • Drive continuous improvement in incident response, fault resolution, and proactive monitoring.
  • Network Design & Integration
    • Direct large-scale integration of AT&T’s 4G/5G RAN nodes (eNodeB, gNodeB) across multi-vendor ecosystems.
    • Govern end-to-end design processes, ensuring scalability, interoperability, and compliance with AT&T standards.
    • Lead scripting and automation initiatives to streamline configuration management and reduce manual errors.
  • Project & Program Management
    • Oversee multiple concurrent projects, ensuring timely delivery and alignment with AT&T’s strategic roadmap.
    • Manage budgets, resources, and vendor relationships to optimize project execution.
    • Establish governance frameworks for project prioritization, risk management, and reporting.
  • Team Development
    • Mentor and inspire a diverse team of engineers, fostering innovation and accountability.
    • Implement training programs to upskill staff in emerging technologies (cloud-native RAN, automation, AI/ML).
    • Develop succession planning and leadership pipelines within the NOC organization.
  • Stakeholder Engagement
    • Act as the executive liaison with AT&T leadership, vendors, and regulatory bodies.
    • Present executive-level reports on network performance, integration progress, and strategic initiatives.
    • Influence investment decisions by providing data-driven insights and risk assessments.

Education/Experience:

  • Bachelor’s degree in telecommunications engineering, or a related field with Masters and MBA preferred.
  • 12+ years of experience in mobile network operations, with at least 5 years in senior leadership roles.
  • Proven track record managing large engineering teams (100+) in telecom operations.
  • Deep expertise in AT&T 4G LTE and 5G NR RAN architecture, protocols, KPIs, and vendor ecosystems.
  • Strong knowledge of OSS/BSS systems, automation frameworks, and AI/ML applications in NOC.
  • Exceptional leadership, communication, and stakeholder management skills.

Preferred Attributes

  • Executive certifications in Telecom Leadership, ITIL, PMP/Prince2.
  • Experience with Open RAN, cloud-native architectures, and virtualization technologies.
  • Ability to balance technical depth with strategic vision.
  • Demonstrated success in leading large-scale telecom transformation programs.
