PURPOSE 

Responsible for leading and oversee the strategic development and implementation of comprehensive HSEQ programs across BWC Terminals. Ensure regulatory compliance, business alignment, and continuous improvement in HSEQ performance, fostering a culture of safety, environmental responsibility, and operational excellence. Drive best-in-class customer service by implementing and maintaining a robust quality management system. Provide strong leadership, coaching, and mentorship to HSEQ personnel, fostering a high-performing and collaborative team.

DUTIES AND RESPONSIBILITIES

Below is a list of essential duties of this position.  NOTE:  Other duties may be assigned as needed.

  • Oversee the implementation of assigned HSEQ programs, including the implementation of those policies, procedures, and methods designed to drive the HSEQ culture.
  • Develop and implement the company-wide HSEQ vision, strategy, and goals, ensuring alignment with business objectives.
  • Oversee the implementation of HSEQ programs across all BWC Terminals facilities, promoting a consistent and effective approach.
  • Stay abreast of evolving HSEQ regulations, industry best practices, and emerging trends, implementing necessary updates to company programs.
  • Ensure timely and accurate compliance with all applicable HSEQ regulations (environmental, safety, health, security, quality).
  • Conduct comprehensive HSEQ audits to identify and address any gaps in compliance or performance.
  • Analyze HSEQ data to identify improvement opportunities and track progress towards company goals.
  • Develop and implement corrective action plans to address identified compliance issues and performance gaps.
  • Oversee the implementation and maintenance of a robust quality management system designed to ensure consistent delivery of best-in-class customer service.
  • Continuously evaluate and improve the effectiveness of the quality management system based on customer feedback and industry best practices.
  • Provide leadership, coaching, and mentorship to HSEQ personnel at all levels, fostering professional development and a culture of continuous learning.
  • Build and maintain a high-performing HSEQ team, fostering collaboration and a strong focus on safety
  • Communicate HSEQ policies, procedures, and performance metrics to all employees across the organization.
  • Liaise with senior management to ensure HSEQ objectives are integrated into business planning and decision-making processes.
  • Build and maintain positive relationships with external stakeholders such as regulatory agencies and industry associations.

EDUCATION, TRAINING, LICENSES, MINIMUM EXPERIENCE, SKILLS, LICENSES, AND QUALIFICATIONS

  • B.S. Degree in Environmental. Health and Safety or related Natural or Health Science degree. Experience can substitute for degree.
  • Minimum ten years’ experience in terminal industry or chemical/heavy manufacturing
  • Experience working with hazardous and flammable products
  • Knowledge of and experience in the bulk liquid storage industry and HSEQ body of knowledge
  • Ability to read, analyze, and interpret technical documents, general business and professional journals, governmental regulations, financial reports and legal documents
  • Ability to apply applicable policies, procedures and laws/regulations to operations to find creative and effective solutions
  • Ability to effectively present information, communicate with, and respond to questions and complaints from co-workers, management, and customers
  • Proficient in Microsoft Office software
  • Knowledge of pertinent laws, codes, and regulations (OSHA, SARA, RCRA, CAA, USCG, etc.)
  • Ability to write reports/documents
  • Ability to interact with others in a professional and appropriate demeanor, work effectively with a diverse group of individuals and maintain effective working relationships with staff and customers
  • Ability to manage multiple tasks and meet deadlines
  • Ability to work independently with general direction from supervisor
  • Capable of reporting to work on time prepared to perform duties of the position and willingness to perform duties as workload necessitates
  • Ability to carry out the duties of this position while helping The Company to meet its mission while adhering to policies, procedures, and regulations.

Working Conditions and Environment: While performing the duties of this position, the individual generally has good working conditions.  The employee is often exposed to moderate noise from office equipment and co-workers.

Physical Requirements/Activities: While performing the duties of this position, the individual is regularly required to stand, walk, sit, carry, reach with hands and arms, use hands to finger, handle, feel, use office equipment, and communicate (talk and hear).   Occasionally the employee is required to kneel, bend, push, pull, lift, or twist.  Occasionally the employee is required to lift or exert force of up to 10 pounds.  Intermittently, the employee is required to lift or exert force of up to 25 pounds.  Specific vision ability required is close vision of 20 inches or less.
