Leidos' Health Solutions Organization is currently seeking an experienced Deputy Program Manager in support of the Department of Defense Healthcare Management System Modernization (DHMSM) Program, its $4.6B single award IDIQ contract, known as MHS GENESIS. This highly visible program is designed to deploy, operate, and sustain a new electronic health record to the military health system, supporting nearly 10 million service members and their families worldwide. While every healthcare system is addressing quality, user experience and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DOD security environment, at the DOD’s global scale, all while supporting the Defense Health Agency (DHA)’s vision of a medically ready force ─ which is essential to our national defense.
The Deputy Program Manager (DPM) will partner closely with the Program Manager to lead and run this highly visible program and will act as the Program Manager in their absence. The DPM will directly be responsible for leading the Product Management, Project Management and Business Support Operations organizations, navigating a very complex organization with multiple stakeholders, while providing direct support and interface to the customer.
The successful candidate must be capable and confident in briefing highly complex technical concepts to senior Leidos executives as well as senior officials within the Program Executive Office Defense Healthcare Management Systems. Selected candidate must have a strong business acumen and ability to manage teams to execute within scope, schedule and budget to meet the program objectives. This individual must thrive in inspiring a highly productive team environment, as well as producing multiple deliverables under tight deadlines and constraints.
Primary Responsibilities
Directly lead the Project Management, Product Management, Subcontractor Management, and business support organizations in the program.
Assist with defining and implementing the strategic road map for continuous delivery of new MHS GENESIS capabilities to continue to improve the health outcomes of our military personnel and their families.
Instill sound project management skill and hold partners accountable.
Provide oversight of earned value management including action tracking; ensuring quality; and timeliness of deliverables.
Ensure that all CDRLs are delivered as scheduled and implement corrective actions if required.
Develop program status reports for contract required reporting and Leidos Management. Interface with Government personnel, technical and non-technical staff, subcontractors, and support personnel to review program activities and status of tasking.
Oversight over proposals or pipeline management efforts as needed.
Required Qualifications
Requires a BA/BS and 15+ years of prior relevant experience or master’s with 13+ years or prior relevant experience.
US citizen with the ability to obtain and maintain a Public Trust government security clearance through DHMSM background investigation process.
15+ years of related Program Management experience and demonstrated success leading complex programs with at least 50+ FTE staff positions.
Expertise in defining and implementing strategic road maps, crafting strategic market-leading solutions and deployment planning for continuous delivery of new capabilities
Demonstrated expertise in health IT with a deep understanding of federal healthcare market and global healthcare trends
Demonstrated experience designing or implementing complex IT solutions in healthcare in large scale enterprises
Demonstrated proficiency with customer interface, task execution planning, staffing, government contract subcontract management, budgeting, and cost control, earned value management, quality assurance management, and personnel management.
EVM and Data Analytics experience.
Broad knowledge of large-scale government program management with emphasis on cost and schedule management and multiple contract types including firm fixed price (FFP), fixed price incentive (FPI), fixed price level of effort (FPLOE), time and materials (T&M), cost plus award fee (CPAF), cost plus fixed fee (CPFF).
Experience organizing, directing, and managing contract operation support functions involving multiple, complex, and interrelated project tasks.
Demonstrated experience supporting customer projects and experience working with competing priorities, while collaborating and coordinating across project teams and components facilitating information sharing, reuse, and productivity improvements.
Strong business acumen, verbal and written communication skills with experience in creating and presenting executive-level material to senior government officials and corporate executives.
The successful candidate must be capable and confident in briefing highly complex technical concepts to senior Leidos executives as well as senior officials within the Program Executive Office Defense Healthcare Management Systems.
Candidate must have the ability to operate independently using solid judgment and without extensive supervision or feedback.
Proven ability to manage teams, support and extend a culture where employees are motivated through collaboration, commitment and clear/open communication, to successfully execute within scope, schedule and budget and meet program objectives.
Certification in Project Management from a recognized credentialing agency.
**** Given the high visibility of this program and client facing requirements, selected candidate would reside within commuting distance to Reston Headquarters. This position will have the ability to work remotely (up to 25%), with some travel required (25%) as business dictates.
Preferred Qualifications
Master’s Degree Strong Technical background with certification in one of the following: System Engineering, System Administration, Cybersecurity, or Networking
