Job Summary

The Assistant Vice President, Trajectory Based Operations & Airspace Transformation Delivery orchestrates a long-term, enterprise-wide transformation program that merges the Trajectory Based Operations and Airspace Modernization initiatives into one cohesive and compelling transformation program. By establishing a multi-year roadmap and robust governance frameworks, the AVP ensures alignment across cross-functional teams, fosters innovation and continuous improvement, and drives on-time delivery of critical milestones.

Working collaboratively with internal stakeholders, and industry partners, and regulatory bodies, the AVP validates and prioritizes projects to maintain organizational readiness and deliver maximum benefits. The AVP champions a culture of change, assembling and empowering high-performing teams while adapting remediation strategies to rapidly address challenges, ensuring NAV CANADA’s transformation vision is translated into tangible, lasting results.

The AVP will lead the transformation through a matrixed assignment of experts from various departments across the organization and must establish the appropriate structures to drive clarity of responsibility and accountability for results.

In this role you will:

  • Lead the integration of the Trajectory Based Operation and Airspace Modernization Programs that aligns with NAV CANADA’s long-term strategic objectives.
  • Establish and define the multi-year phasing and pacing.
  • Oversee, Define and establish a comprehensive program schedule coordinating all cross-functional activities, key milestones, and stakeholder commitments, providing a clear framework to guide teams, track and measure progress, and drive on-time execution.
  • Create and manage a transparent budget and reporting framework, ensuring that resource allocation and program metrics support strategic goals.
  • Implement and oversee appropriate governance structures required to support and manage transformation.
  • Develop and establish assurance mechanisms, using independent reviews and performance metrics to validate program progress, mitigate risks, and maintain stakeholder confidence.
  • Establish remediation strategies and plans to address issues and unexpected challenges, ensuring rapid response to evolving conditions and continuous alignment with the transformation vision.
  • Develop and communicate program insights and updates to Executive Sponsors, the CEO, and/or the Board’s Transformation Sub-Committee.
  • Responsible diplomatically ensuring NAV CANADA’s interests within a multi-stakeholder consortium are met.
  • Build and lead high-performing transformation teams by providing clear direction, professional development opportunities, and a supportive environment that accelerates delivery.

What you bring:

Education:

  • Bachelor’s or Master’s degree in Business, Technology, Engineering, Aviation Management, or a related field.

Experience:

  • Minimum 15 years working in an ANSP environment
  • Minimum of 5 years managing a team of managers
  • Experience building and leading large, multi-disciplinary teams
  • Experience working in high-performance, multi-stakeholder teams.
  • Experienced in OPEX and CAPEX budget planning
  • Dealing with highly sensitive and confidential information
  • Proven inclusive and collaborative management style
  • Accustomed to problem solving and working under tight timelines with multiple initiatives

Knowledge:

  • Knowledge of NAV CANADA’s ATC Operations and understanding of Air Navigation Services
  • Knowledge of project and program management practices
  • Knowledge of a range of Technology Management frameworks such as ISO, ITIL, CMMI, ED-109
  • Knowledge and understanding of ICAO and Canadian Aviation Regulations
  • Knowledge and understanding of collective bargaining, labour relations and employee relationships
  • Knowledge of Financial Management procedures and techniques to establish and manage Operating and Capital budgets.

Skills:

  • Skilled in developing and strategically leading large-scale transformation initiatives in an ANSP environment.
  • Skilled in negotiating and managing large-scale, complex technology delivery contracts.
  • Highly motivated, adaptable, and diplomatic, with a demonstrated ability to thrive in a challenging, fast-paced, and matrixed team environment.
  • Excellent oral and written communication skills to communicate effectively with multiple stakeholders at all levels.
  • Demonstrated ability to build trust, respect, and influence.
  • Strong political acuity, tact, and diplomacy.
  • Ability to develop governance structures, policies, and procedures, ensuring adherence to controls and strategic objectives.
  • Ability to lead change and innovation across the organization, fostering a culture of continuous improvement.
  • Ability to coach and mentor direct reports and other employees, fostering professional growth and leadership development.
  • Ability to maintain morale and effectiveness within a high-performing and productive team environment.

Working Conditions:

  • Frequent international and domestic travel (20-30%)
