Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose of the Role

The Finance Manager- Partnership is a key position in the Finance department, providing support to IRC programs implemented across Bangladesh. The position is primarily responsible for providing oversight and day-to-day financial management of the IRC Partnerships Finance functions of sub-awardees. The position will be responsible for capacity building for sub-awardees to strengthen their financial management and administrative capacity, in coordination with partners and other cross-functional IRC staff departments. The post holder will provide regular review of sub-awardee budgets at the proposal stage, participate in pre-award due diligence processes, document all financial matters related to sub-awardees’ fund request process and financial reports, and manage sub-awardee finance documents/reports, including budget review, financial report review, and providing guidance and training related to finance to sub-awardees to strengthen their capacity. This position reports directly to the Senior Partnership Finance Manager, with close coordination with other finance team members.

The post is required to coordinate with the following parties:

Internal & External: Finance team, Programs Team, Grants & partnership team, and external stakeholders, including IRC partners.

Highlights of Key Responsibilities

Partner’s Financial Management and Program Delivery:

• Participate in the Partner's Project Capacity Review (PPCR) of potential partners as appropriate and contribute to efforts to collaboratively analyze and manage material risks identified, as it relates to finance.
• Review draft partnership agreement terms relating to advances, financial reporting and any special conditions relating to finance.
• For cost-reimbursable partnership agreements, agree with partners on the specific financial documentation required to support each type of cost, adjusting standard requirements to the operating context and the partner
• Participate in Partnership Project Opening, Progress Review and Closure Meetings, including reviewing successes, challenges, and lessons learned with the partner, and capture effective finance practices for future partnerships.
• Carry out finance compliance visits and joint monitoring visits in line with the project support plan.
• Work collaboratively with partners to ensure the timely provision of funding to partners in accordance with the partnership agreement to ensure program continuity.
• Collaborate with partners to ensure completeness, correctness, and accuracy of financial reports and cash requests.
• Review partner financial reports (and narrative reports for consistency) and support documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, and provide feedback to the partner as appropriate.
• Monitor partner budgets and actual spending in collaboration with the program team, identifying issues and working proactively and collaboratively with partners to resolve them.
• Assist the team in respect of fund processes, month closure, Year-end closure, VAT report, liquidation, reimbursements, including donor audit, statutory audit and compliance monitoring visits.
• Monitor partner compliance with agreed financial controls and procedures, including cash and bank management, segregation of duties, procurement and payment controls, payroll-related controls, supporting documentation, accounting records and financial filing systems.
• Ensure partner expenditures are reasonable, allowable, allocable, adequately supported and in accordance with the partnership agreement, applicable donor requirements, IRC policies and relevant Bangladesh statutory requirements.

Partner’s capacity building and knowledge Sharing:

• Prepare training module and provide finance and accounting training and mentoring support to partners, in accordance with partner project support plans, with a focus on supporting the partner to strengthen financial management systems, internal control, government compliance and capacities that are responsive to the needs of the partner.
• Develop partner-specific finance capacity-building plans based on identified financial and compliance gaps and monitor progress against agreed capacity-strengthening actions.

Promote IRC Partnership Principles

• Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback.
• Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout the Bangladesh Country Program, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners
• Encourage transparent communication with partners regarding financial requirements, risks, findings and corrective actions, while ensuring that finance support contributes to equitable and effective partnership outcomes.

Others:

• Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office].
• Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
• Ensure compliance with and demonstrate a strong commitment to preventive measures against money laundering, fraud and corruption, terrorist financing, aid diversion, inappropriate gifts, and breaches of confidentiality.

• Perform other finance and partnership-related duties as assigned by the Senior Partnership Finance Manager or Finance leadership, consistent with the scope and responsibilities of the position.

Experience and Competencies: Knowledge, Skills & Abilities

• Minimum 5 years of relevant experience in (I) NGO in humanitarian or development programs
• Experience working with USAID, FCDO, ECHO, SIDA, GAC, DFAT, UN and other institutional donors preferred.
• Demonstrated successful experience in partners' financial management
• Experience in tracking agreed plans with multiple sectors
• Experience using various project management tools
• Experience in team building and capacity development
• Required to be able to function comfortably in a complex work environment, under pressure, whilst prioritizing multiple tasks.
• Ability to conduct analysis and come up with plans of action and recommendations
• Ability to respond to multiple priorities, producing high-quality outcomes

Specific Educational and Professional degree:

• Bachelor’s/ Master’s degree/MBA with a major in Finance/Accounting
• Having a professional degree (Full or part-qualified) such as CA/ACCA/CMA/CIMA or any others will be an added advantage.
