Northrop Grumman Space Systems is seeking a CSIL Lab Operations Manager 2.  This position will be located in Roy, Utah and will support the Sentinel – Ground Based Strategic Deterrent (GBSD) program

What Youll Get To Do: 

The CSIL Lab Operations Manager 2 is responsible for managing the design, development, and implementation of new lab capabilities, in addition to the planning, operations and maintenance of the Sentinel Command and Launch Systems Integration Lab (CSIL). This will include leading a team of Test Directors, System Administrators, and Technicians.  The position requires technical knowledge of various systems, design, development, implementation, and testing with a strong foundation in laboratory integration and test. 

The selected candidate must act with speed, guide others in producing quality work, be self-motivated, and have the ability to communicate complex technical issues and solutions.  A successful track record of program performance, and test experience is required.

Key Responsibilities:

As technical program lead, duties include: 

  • Manage and oversee lab operations teams

  • Manage the development, preparation and execution of lab stand-up and operations to support comprehensive tests and schedules for completing segment-level testing

  • Synthesize customer contractual needs and requirements into lab architecture solutions that acknowledges technical, schedule and cost constraints

  • Coordinate integration and testing activities working in a dynamic people-focused environment

  • Responsible for development of lab schedules and lab operations budgets, lab process compliance and integration of hardware / software unit

  • Coordinate with support homerooms and provide timely resource forecasts to ensure proper staffing is in place to execute the SOW

  • Manage cost, schedule, and technical performance of lab capital projects as well as providing inputs to yearly capital plans and long-range strategic planning

  • Drive lab technical and process rigor, ensure compliance to meet program, division, company requirements

  • Maintain accurate and comprehensive lab and lab network configurations

  • Track leading indicator technical metrics to detect and prevent issues

  • Collaborate with stakeholders to ensure lab requirements are aligned with product / test team needs

  • Ensure lab assets and tools are available to meet test requirements for formal testing

  • Ensure and oversee lab access and cybersecurity compliance.

  • Continually coordinate lab status and issues and solutions with the C&L element groups

  • Continually seek to improve lab integration & test engineering rigor and efficiency

  • Ensure CRs are properly reviewed for Lab cost & schedule impacts

  • Support proposal activities

  • Facilitate and execute the performance management cycle for your direct reports. This includes setting goals, mid and end-of-year reviews as well as performance evaluations and compensation discussions.

  • Promote the professional development of the test engineering homeroom workforce and foster a collaborative culture that sustains the momentum around employee engagement and inclusion, affordability, innovation, and continuous improvement. 

  • Ensure accurate time charging and timecard approvals 

  • Conflict resolution, managing performance issues and improvement plans

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.  

Youll Bring These Qualifications:

  • 6 years of relevant experience with a Bachelors Degree; 4 years with a Masters

  • US Citizenship with an Active Secret Clearance or higher (awarded within the past 6 years) with the ability to receive a Special Access Program (SAP) certification.

  • Demonstrated experience in Systems Integration Lab design, development and operations to include lab network administration as well test planning & test execution

  • Ability to obtain a DoD 8570 certification at IAT Level II or higher (Security+, GSEC, SCNP, SSCP, CISSP, CISA, GSE, SCNA)

  • At least one year of experience leading a project and/or driving performance against schedule 

  • Experience integrating hardware and software components in a lab / ground test environment

  • Familiarity with lab electrical / network designs

These Qualifications Would be Nice to Have:

  • US Citizenship with an Active Top-Secret Clearance or higher (awarded within the past 6 years) with the ability to receive a Special Access Program (SAP) certification.

  • Prior management experience

  • Demonstrated knowledge of systems engineering, test and lab operations principles and processes

  • Possess DoD 8570 certification at IAT Level II or higher (Security+, GSEC, SCNP, SSCP, CISSP, CISA, GSE, SCNA)

  • Demonstrated ability working with cross-functional teams and customers

  • Experience executing in an AGILE environment

  • Knowledge of Model Based System Engineering with an understanding of DODAF and SysML

  • Experience in Test automation (development and execution)

  • Demonstrated knowledge and use of instrumentation and data acquisition type systems

Salary Range: $119,300.00 - $178,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
