Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Participates as needed in all phases of development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases. Typically requires specialization in particular software or business application utilized in an end user environment. Keeps abreast of technological developments and applications.

Be part of an agile team that is responsible for maintaining the application enabling the Agency users to view, search, analyze, translate, minimize, and share digital search and surveillance data from Internet Service Providers (ISP) in near real time.

Primary Responsibilities:
oProvides technical/management leadership on major tasks or technology assignments.
oEstablishes goals and plans that meet project objectives.
oA Subject Matter Expert is an individual whose qualifications and/or expertise are exceptional and/or highly unique.
oHas domain and expert technical knowledge.
oPerforms the following kinds of functions: Initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs;
oProvides strategic advice, technical guidance and expertise to program and project staff;
oProvides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues;
oConsults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
oDecision making and domain knowledge may have a critical impact on overall project implementation.
oMay supervise others.

Basic Qualifications:
oBachelor’s Degree in Software Engineering, Computer Science, Information Systems
oManagement, other related discipline, or equivalent experience; additional years of experience may be considered in lieu of a degree
o15-20 years of prior relevant experience or Masters with 13-16 years of prior relevant experience.
oStrong communication skills
oUS Citizenship

Preferred Qualifications:
oExperience with .NET, C#, Javascript, Java, Perl
oExperience with Oracle, API Architecture (SOAP/REST), Git
oExperience with Solr, Bash Shell
oExperience with Oracle Label Security, PL/SQL
oExperience with Visual Studio Pro, Selenium
oDOD Top Secret Clearance is required

Pay Range:

Pay Range $144,300.00 - $260,850.00
