Raytheon is seeking a Program Operations Manager. This role operates within the Qatar portfolio of programs and reports directly to the Qatar Program Associate Director. The portfolio encompasses Qatar‑specific Technical Assistance efforts—including SICO, Fielding Support, Training, and Depot Support—as well as Engineering Services.

In this role, you will serve as the primary point of contact for Qatar Emiri Air Defense Forces (QEADF) commanders and maintenance officers for all operational and maintenance‑related issues and requests within Qatar.

You will oversee the execution of sustainment activities, provide supervision and mentorship to Raytheon Field Engineering personnel, and report directly to the Associate Director, Global Qatar Programs.

This accompanied position will be onsite in Doha, Qatar for a long-term assignment with a Memorandum of Understanding (MOU).

Employment is contingent upon meeting all medical requirements for overseas assignments including comprehensive post-offer medical examination.

What You Will Do

  • Lead, guide, and mentor project staff to strengthen business capabilities and enhance collaboration within and between teams, supporting long-term growth and effectiveness.
  • Provide daily supervision to all Technical Assistance personnel, assigning work and ensuring timely resolution of all QEADF issues and requirements.
  • Drive continuous improvement by designing, developing, and implementing efficiency‑enhancing projects across the program.
  • Foster an environment that encourages sharing of best practices, information, and collaborative behaviors.
  • Uphold the company’s Code of Conduct, maintaining professionalism, confidentiality, and a strong commitment to health and safety.
  • Serve as the primary interface between Depot/Site personnel and the OCONUS-based program management office for all sustainment-related matters.
  • Build and maintain strong relationships with the U.S. Office of Military Cooperation (OMC), the Security Assistance Management Directorate (SAMD), and Qatar Emiri Air Defense Forces (QEADF).
  • Support operational excellence through effective strategies in productivity, supply chain management, and overall operating performance.
  • Assist in developing and implementing strategies to efficiently plan and execute a Follow‑On Sustainment Case.
  • Establish long‑range operational goals for the Qatar Depot by identifying internal and external factors that could impact performance and productivity.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 10 years prior relevant experience, or an Advance Degree in a related field and a minimum of 8 years’ experience.
  • Successful completion of the System Intermediate Maintenance Mechanic Course for MOS 27X/34S/94S/916A/918D under U.S. Army TRADOC, or an equivalent contractor‑provided course.
  • Experience as an Operations Manager overseeing field engineering personnel and support activities.
  • Hands-on experience with Army Modification Work Order (DAMWO) installations, including Minor Alteration Procedures (MAP) installation and checkout.
  • Technical expertise in sustaining complex, large‑scale weapon systems.
  • Background in manufacturing, refurbishment, and/or field operations management.
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Additional years of experience will be considered in lieu of a degree.
  • Experience with depot forward maintenance operations.
  • Background in depot industry environments or LEAD operations.
  • Prior expatriate experience.
  • Experience working with U.S. Government customers, including IFMC, Search Track Acquire Radiate Eliminate (STARE), Integrated Fires Capabilities Office (IFRCO), and the Security Assistance Management Directorate (SAMD).
  • Experience developing or executing sustainment strategies across Technical Assistance, Spares, Repair & Return (R&R), Depot activities, Training, and Logistics.
  • Ability to collaborate effectively as part of an international, cross‑functional team.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
