Northrop Grumman is currently seeking a Manager 2 – Propulsion Engineering to join our team at our Elkton, Maryland location to support the Propulsion Systems and Controls (PS&C) business unit.
Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.

Primary Job responsibilities:
Manage a group of project engineers supporting current programs and business development pursuits for solid rocket motor propulsion systems. This role will be aligned to the Space, Strategic, & Targets market area within the PS&C programs portfolio including a broad assortment of solid rocket motor applications including launch vehicles, re-entry vehicles, gas generators, and more. The manager will apportion program engineering assignments and provide oversight to ensure that technical planning & execution is in alignment with program & organizational requirements, scope, and cost/schedule constraints. In addition, they will actively manage their direct reports in areas such as safety, job expectations, quality of work, career goals, mentoring/coaching, and Engineering Department accountabilities. Further, they will ensure the staff receives the appropriate training and skill development opportunities to be successful in their roles and will provide feedback with respect to their individual performance levels.
Job Responsibilities
Planning, prioritization, allocation, and management of resources to ensure program engineering assignments are completed on schedule and within budget to the appropriate technical rigor as well as meeting department budgetary goals.
Mentor and motivate to ensure a high performing engineering team. This includes use of development plans, stretch assignments, 1:1 feedback, training, recognition, promotion/equity, and other tools to develop and reward our engineering talent.
Establishing and promoting high standards for safety and quality. Maintain assigned Northrop Grumman engineering processes and drive technical excellence by ensuring team output meets technical standards.
Support technology growth in innovation identification, roadmap development, and proposal support.
Ensuring that Engineering, Program Management, and other functional departments are aligned in understanding program/proposal goals and the technical and programmatic approaches to achieve these goals.
Applying sound engineering principles and ensuring compliance with all command media processes and standards in our technical solutions.
Taking a leadership role in solving significant engineering issues. Working with lead/chief engineers, develop plans to resolve the issues, communicate the plan, ensure appropriate technical resources are applied, and advise Senior Management on progress.
Represent and communicate Northrop Grumman technical capabilities and technologies to internal and external customers.
Use appropriate metrics to monitor engineering performance and drive data-based decision making. Actively pursue improvement initiatives related to Engineering Analysis processes and procedures.
Actively pursue improvement initiatives related to Engineering processes and procedures, including audit and training.
Success in this role will require sound engineering judgment, innovative thinking and excellent interpersonal/management skills to plan, motivate and accomplish goals through your staff.
Basic Qualifications:
STEM degree with strong preference of Bachelor’s Degree in Mechanical or Aerospace Engineering with 10 years of overall relevant engineering experience
Prior product development and/or production project engineering experience with proficiency in several core areas (e.g. design, planning & execution, nonconforming material review, project management, technical leadership, etc.)
Basic technical software proficiency including Microsoft Office productivity software, product lifecycle management, and CAD
Must be a self-starter and possess the skills necessary to lead and motivate others, achieving results in a timely manner
Strong oral and written communication skills, including the ability to present to internal and external customers and management
Strong leadership, influence, and project management skills
Ability to network and negotiate at all levels within an organization to accomplish objectives
Ability to obtain and maintain DoD Secret Clearance which requires US Citizenship as a prerequisite
Preferred Qualifications:
Active Secret Clearance or higher
Master’s Degree in Mechanical or Aerospace Engineering
Prior people leadership, budgeting, hiring, and/or performance appraisal experience
Prior earned value management system (EVMS) experience
Understanding of systems engineering principles including product verification & validation and risk & opportunity management
Understanding and first-hand experience with solid rocket motor propulsion systems
General user knowledge of Siemens NX and Teamcenter Unified Architecture
