Context

The Project Leader for UIR PRM Planning & KM is responsible for leading business planning initiatives, coordinating UIR installation and upgrade projects, and driving demand/supply planning to support organizational objectives. The role also oversees manpower allocation for UIR projects and partners closely with Knowledge Management to ensure workforce readiness. This leader plays a critical role in improving site operational efficiency and building site self-sufficiency in skills and capabilities.

Responsibilities

1. Lead Business Planning for Installations and Upgrades
• Develop, execute, and manage project plans for UIR installations and upgrades.
• Coordinate cross-functional resources to ensure timely and successful project delivery.
• Identify project risks, implement mitigation plans, and ensure alignment with business goals.

2. Demand and Supply Planning Leadership
• Lead forecasting and planning for UIR-related demand and resource supply.
• Ensure adequate manpower, tools, and capabilities to meet operational needs.
• Conduct regular planning reviews and updates with key stakeholders.

3. UIR Project Manpower Allocation
• Develop manpower allocation plans based on project scope, timeline, and skill requirements.
• Ensure appropriate skill sets are assigned and available across project phases.
• Monitor manpower utilization, identify gaps, and optimize resource deployment.

4. Knowledge Management Integration
• Work closely with KM teams to ensure training readiness and capability development before project or business launch.
• Validate workforce competencies and drive closure of training or certification gaps.
• Promote knowledge sharing and continuous skill development across sites.

5. Drive Site Operations Efficiency & Self-Sufficiency
• Assess and enhance site-level operational capability and workforce readiness.
• Implement initiatives to strengthen site self-sufficiency and reduce dependency on external support.
• Track site performance, analyze gaps, and lead improvement projects.

This position requires access to controlled technology, as defined in the United States Export Administration Regulations (15 C.F.R. § 730, et seq.). Qualified candidates must be legally authorized to access such controlled technology prior to beginning work.
