Northrop Grumman’s Space Sector is looking for an Engineering Program Manager (Engineering PM) who will own the responsibility for leading multiple engineering Integrated Product Teams (IPTs) to meet all program contractual requirements and deliverables owned by the IPTs on schedule and within cost. This role has the authority to make engineering project management decisions and recommendations that have an impact on new business, program performance, design, development, and mission operations. This role reports to the Program Manager and works with the program Chief Engineer, Lead Systems Engineer/SEIT Lead, and the Program Management Office (PMO) to deliver on program and stakeholder commitments. This is based out of either Gilbert, AZ or Dulles, VA.
In this role, the Engineering PM will be responsible for the following as it relates to the program team:
Responsible for establishing the processes for and monitoring the day-to-day execution across the engineering IPTs to deliver program engineering deliverables on time and within cost, while meeting contractual programmatic and technical requirements and stakeholder expectations and measure and report Earned Value (EV) performance.
Ensure technical quality, performance, cost, schedule, and risk and opportunity management across all engineering IPTs on the program, in alignment with Engineering and Division processes, program policies, and industry best standards
Ensure that the IPTs adhere to the Statement of Work (SOW) and execute rigorous change management
Ensure IPTs identify and coordinate both the staffing and resources needed to meet program objectives, including engineering design units (EDUs), simulators, emulators, and ground support equipment (GSE), with Functional Management to complete product team deliverables
Lead engineering Basis of Estimates (BOEs)and schedule development across the Engineering IPTs for program and new business, and support formal program reviews, including Proposal Signoffs, Program Start Up Reviews and Integrated Baseline Reviews (IBRs). This includes ensuring that there are no gaps in the engineering baselines, and that there is no duplication of effort.
Ensure IPTs coordinate and collaborate with Global Supply Chain, Manufacturing and Operations, and Integration & Test to achieve product team deliverables
Basic Qualifications:
U.S. Citizenship, and ability to obtain a USG clearance and maintain clearance per program requirements
Bachelor’s Degree in a STEM discipline and 14 years of applicable experience, or a Master’s Degree plus 12 years of applicable experience, or a PhD and 10 years of experience.
Risk & Opportunity Management experience and change control experience
Experience with multiple phases of the lifecycle of spacecraft development, build, and operations
2 years of experience in Project Management roles such as Program Manager, CAM, IPT
Preferred Qualifications:
5 years of experience in Project Management roles such as Program Manager, CAM, IPT Lead, or Engineering Program Manager/Lead to include earned value management (EVM)
Experience with the full lifecycle of spacecraft development, build, and operations
Active TS/SCI or Active TS clearance with existing program accesses
Excellent written and verbal communication skills, including presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the team
Communications: The ability to manage communications with stakeholders through organized processes to ensure that department and program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets stakeholder needs
Issue & Problem Resolution: The ability to identify and proactively address organizational and program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the organization.
Program Integration: The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
Supplier & Subcontractor: The ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.
