The WPAFB Project Manager manages all processes surrounding AES Ohio’s project work at WPAFB. Position will manage all aspects from start to finish working closely with a AES Ohio’s internal stakeholders including (Design Engineering, Substation Engineering, AC Network, Substations, 24/7 and System Operating). This includes facilitating requests for proposals, selecting contractors, negotiating and developing contracts in close coordination with Supply Chain. Upon contract award the WPAFB Project Manager will oversee field operations as well as financial implications ensuring full compliance to agreements held with the customer. The WPAFB Project Manager will also participate heavily in business development which includes conceptualizing and identifying new business opportunities for AES Ohio at WPAFB. This position will support new growth opportunities by seeking management as well as customer support for the potential development. Finally, the WPAFB Project Manager will participate in emergency response supporting the workforce and communicating with leadership during critical outage situations.
Main Responsibilities:
- Directly manage medium to large construction projects on time and on budget approximately $3-$5 Million annually.
- Manage relationships with AES Ohio’s largest customer, WPAFB.
- Directly responsible for development and implementation of multi-million-dollar energy efficiency contracts including schedules, cost management, contractor management, customer satisfaction and safety.
- Provide around the clock support to WPAFB for emergency response, establishing an on-site presence in under 60 minutes.
- Direct field operations of both union and contractor crews on emergency response and communicate directly with WPAFB leadership.
- Develop project cost projections, present and defend costs through various Government approval and audit processes.
- Ensure proper project accounting in a dynamic environment where the related rules are continuously evolving.
- Understand and comply with Federal regulations for financial, environmental and safety performance.
- Apply project management principles and techniques to assigned capital and maintenance projects.
- Develop an effective strategy through project initiation, planning, execution, monitoring, control and closure following all processes, using appropriate tools, techniques, and project management information system(s) to assigned projects.
- Ensure all schedule activities accurately reflect percentage complete until close out.
- Effectively manage costs by monitoring actual costs and forecasting remaining costs comparing to budget and explaining any variances.
- Ensure the adherence to all change control and governance processes to document any and all changes in scope, costs and schedule.
- Ensure both internal and external approval is received prior to any changes in the baseline of the project.
- Work with each functional team member through a risk identification process to identify any and all risk to the project.
- Monitor all risks through the project life cycle and effectively develop mitigation strategies, if appropriate.
- Constantly seek ways to improve processes, quality assurance, document control, personal and performance assessments, tools and techniques to build highly effective teams focused on delivering results, safely.
- Create a team environment that engages all project stakeholders to own their part of the project deliverables.
- Engage the stakeholders to create their roles, responsibilities and deliverables in the integrated project management plan (PMP).
- Facilitate project management team performance by anticipating and satisfying stakeholder requirements and needs during the life cycle of the project.
Qualifications:
- Education level (Bachelor’s degree required, Master’s degree preferred)
- Experience Minimum 8-12 years (Electrical / Project Management / Contracting preferred)
- Languages (English required)
- PMP certification is preferred
- Ability to manage and analyze project risk, track and control cost estimating, budget development.
- Experienced in project/work plan management to include development and tracking of baseline scope and schedule and cost.
Proven experience in controlling resource management, work plan management and change management. - Experienced in development of cost estimating processes and feedback loops, project reviews, project controls, and earned value techniques.
- Proven experience in a leadership or supervisory role directing personnel with demonstrated ability to lead and work in a team environment.
- Strong communicator both oral and written with highly developed inter-personal, training and computer skills.
- Demonstrated ability to work effectively and cooperatively with others.
- Develops estimates of cost and cash flows on construction projects.
- Initiates requisitions for extra charges, including price escalation and contract delay terms on major construction projects.
- Coordinates and assists in the preparation of the Annual Construction Budget Forecast and WPAFB’s 5 Year Planning Process.
- Assures compliance with project cost and estimate policies and procedures.
- Reviews and assists others in analyzing bids and interviewing bidders to insure conformance with General Conditions to Contract Specifications.
- Reviews commercial items of all requisitions initiated by WPAFB Team for conformance with General Conditions to Contract Specifications.
- Negotiates acceptable commercial terms with contractor representatives, subject to management approval.
- Enforces and complies with all applicable safety policies, practices and procedures.
- Performs any and all other duties, tasks and responsibilities which may be assigned by authorized personnel.
