GENERAL SUMMARY

Under general direction of the Assistant Vice President, Airport Security and Emergency Management, is responsible for the Department of Public Safety civilian security officer program and, in that role, develops, implements and oversees a comprehensive and innovative airport security program for DFW International Airport Board. Functions include security operations, basic and advanced training of security personnel, security research and innovation, regulatory compliance and identifying and addressing emerging Airport security threats. Areas of responsibility include but are not limited to Airside, Landside, Air Operations Area (AOA) gates and corporate campuses. Manages the overall training, planning and scheduling of security personnel; reviews conditions and analyzes equipment needs.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Leads and develops the strategy and direction of a comprehensive airport security program for DFW Airport Board.
  • Develops and implements the Airport’s comprehensive and innovative airport security program to include security policies, procedures, programs, training, research, compliance, and innovation.
  • Develops and oversees the business plan to ensure the most effective and cost efficient method of maintaining a Department of Public Safety civilian security officer program.
  • Manages an internal staff of over 180 professional security staff; manages the overall planning and scheduling of security personnel.
  • Monitors and evaluates the workplace to ensure compliance with federal and state regulations, Board and department and policies and the DFW Airport Security Plan (ASP).
  • Participates in construction meetings and meetings with contractors, tenant airlines and governmental agencies for security liaison purposes.
  • Oversees training programs for security personnel; responsible for ensuring security personnel enforce all access procedures and policies.
  • Reviews facility conditions and analyzes surveillance equipment needs for all field operations and makes recommendations to Airport staff regarding necessary security improvements.
  • 9. Directs the installation/maintenance of electronic security equipment and coordinates with appropriate departments to ensure effective operation.
  • Takes an active role in budget related issues to include preparation, analytical justification of yearly requests, forecasting, industry benchmarking, and prudent stewardship of the adopted budget throughout the fiscal year. Participates in personnel selection, training, evaluation and promotions.
  • Interviews, hires, trains and evaluates subordinate personnel.
  • Develops detailed, professional-level reports and presentations as required.
  • Develops divisional budget requests, makes recommendations to the Assistant Vice President Special Services and administers and monitors approved budget.
  • Ensures compliance with CFR 1542 and the Airport Security Plan/Program (ASP) to include maintenance of and oversight of this program for the DFW Airport community.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Criminal Justice, Public Administration, Homeland Security or related field.
  • Five (5) years management level experience in law enforcement, security, or related field.
  • Possession of a valid Class C driver’s license.
  • Any equivalent combination of education and/or experience may be substituted for the above.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of modern airport security principles, practices, techniques, methods and equipment.
  • Knowledge of the functions of other governmental agencies as they relate to security and public safety services.
  • Skill in managing crisis situations.
  • Ability to plan, organize, staff, coordinate and direct the activities of a progressive security program.
  • Ability to establish priorities, standards and procedures.
  • Ability to convey ideas clearly and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with subordinates, Board officials, other public officials and the general public.
  • Ability to implement sound business management procedures.
  • Ability to analyze complex problems and formulate solutions or recommendations.
  • Ability to gather, analyze and evaluate facts to prepare and present concise oral and written reports.

SPECIAL REQUIREMENT

  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) with zone 1 customs endorsement in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge and customs access upon each badge renewal.
  • This is a designated safety sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
