Raye IT Consulting is hiring an experienced CPIC Analyst to join our growing team. We are looking for a CPIC Analyst with strong critical analysis skills to support a federal client located in Washington, DC. The successful applicant will have the opportunity to affect enterprise-level initiatives and support decision-making for senior executives in a rapidly changing environment.
The CPIC Analyst has good organization, planning, analysis, communications, and people skills and demonstrates extensive experience within the federal government sector. The candidate will assist a federal agency to perform numerous strategic, operational, and tactical tasks over the life of this contract to include the delivery of all ITIM/CPIC related activities. The candidate should have a broader vision of IT Investment Management and Capital Planning activities, Technology Business Management, and coordinate IT Portfolio management-related activities.

Responsibilities: 
•    Responsible for organizing and supporting all aspects of the Capital Planning and Investment Control operation support functions, including multiple interrelated project tasks.
•    Support CPIC and Investment/Budget Management activities including OMB Submissions.
•    Conduct portfolio analysis and assist in developing executive briefings. (As requested,)
•    Serve as CPIC subject matter expert (SME) to Program Management Offices (PMO).
•    Facilitate understanding and communication of OMB and agency guidance and policy.
•    Review OMB business case submissions and monthly data calls 
•    Support Acquisition processes and generate reports. (As requested,)
•    Review and provide feedback on Budget Submissions documentation and artifacts.
•    Collect and analyze program data, develop various reports and presentations/ slide decks
•    Support the IT Governance Process
            - Develop agenda for IT Governance Meetings
            - Facilitate and take notes during the IT Governance Meetings
            - Facilitate correspondence/email in support of IT Governance Meetings

 
Required Skills: 
•    Bachelor's Degree in appropriate field of study or equivalent work experience. 
•    6 - 8 years of experience with CPIC, IT Portfolio Management, and IT Governance.
•    Experience and strong familiarity using an industry-standard capital planning tool or equivalent.
•    Strong analytics skills- able to create insightful visualization from CPIC data.
•    Strong Excel Skills.
•    Structured problem-solving. 
•    Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines.
•    Self-starter with the ability to perform and lead work independently.
•    Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups.
•    Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SME’s.
•    Ability to obtain and maintain a Public Trust clearance. 

Desired/highly preferred:
•    Interest or knowledge in Agile development methodologies.
•    Experience with Primavera Portfolio Tool.

Security Clearance Requirement: Public Trust.

Place of Performance: Alexandria, VA (hybrid)

Schedule: Monday - Friday (Hybrid)
