Job Description:

Job Title                 :               Track Access Controller

Reports To             :               Senior Commissioning Manager , Construction and Railway Operations Manager

Supervises             :               Constriction and Railway Operations Assistants. Train Drivers

Purpose of Job / Job Summary

Key Responsibilities/Duties

1. Managing day to day works train operations within the Defined and Restricted Areas.

2. Authorising all movements of train/vehicles within the Defined and Restricted Areas.

3. Ensure safety of the relevant works train/ electric trains/ rail mounted vehicle operations in the Defined and/or Restricted Area.

4. Review and approval of urgent works that necessitate changes in the work schedule without affecting other WPCs

5. Liaise with and provide instruction to the Site Person-in-charge of the working parties working in Defined and/or Restricted Area relating to work/track safety, loading & unloading, movement of trains/ vehicles, and interface with other working parties

6. Dissemination of adverse weather information and take appropriate preventive and corrective actions to ensure work site safety, such as curtailment or suspension of works

7. Liaise with and coordinate with the Works Train Engineer. Deputise as Train Driver Supervisor as required when requested by WTE.

8. Liaise with and coordinate with the Power Operator and affected Site Managers, in the switching and isolation of traction power supplies.

9. Deputise as the Permit to Work Manager when required

10. Deputise for the Construction and Railway Manager

11. Cover other duties as reasonably requested by the Project Senior Commissioning Manager

Location and Hours of Work

1. The TAC will be expected to work shifts Monday to Saturday 00:01- 23:00 , the shifts are 8 hours per day with one hour lunch break .

2. The TAC place of work will be at the OCC or temporary location within the depot area . On occasions the TAC will be requested to work with the Project Senior Commissioning Manager or other engineering staff within the main office situated at Nex Building , Ayala Avenue , Makati.

Variations

Safety Responsibilities

1. Advise and guide the works train organisation staff on safe methods of work in the control room and, when necessary, on the control system

2. Follow the project defined safe working procedures personally, wear appropriate personal protective equipment as required and look out for the safety of others

3. Attend safety forums and deliver safety briefing to the works train organisation staff

Functional Relationships

Internal   : CRO Manager , CRO Power Operator , CRO Assistants , CRO Administrator , WPL, Construction Managers and Supervisors. HSE department, Works Train Engineer, Train Drivers.  

External  : Emergencies Services (during incident), Operator's OCC staff.

Job Specifications

Qualifications:                       Degree holder or experience in the role

Experience:                            Minimum 2 years working as a Track Access Controller , OCC Operator   

Specific Skills/Ability:          Professionally qualified with membership of a recognised transport institution, preferred

Thorough understanding of safety and operational requirements for works train/ electric train/ vehicle operation in Defined and Restricted Area

Possess good knowledge in operating diesel locomotive, electric trains, and maintenance vehicle during construction and Testing & Commissioning periods

Good literacy and analytical skills required for the role, as well as strong organisational skills, detail oriented and the ability to handle multiple priorities

Personal Qualities :               Proven skill in leading a team of operation and technical support staff

Excellent inter-personal communication skills and able to work with clients, consultants and             authorities to effectively meet targets/objectives

Analytical, detailed and performance driven with tenacity to get things done

Highly motivated, energetic and able to adapt effectively to new work challenges and situational      changes / deadlines
