The Opportunity
Soben, part of Accenture, is seeking an experienced Project Controls Manager to join our growing team in Luxembourg.
This is a leadership role responsible for overseeing all aspects of project controls across major capital projects and programmes. You will lead project reporting, planning and scheduling, cost control, earned value management, progress measurement, forecasting, and programme governance activities to support successful project delivery.
Working closely with clients, project directors, commercial teams, engineers, contractors, and senior leadership, you will ensure robust project controls frameworks are implemented and maintained throughout the project lifecycle.
The successful candidate will possess strong technical project controls expertise, exceptional stakeholder management skills, and the ability to lead multidisciplinary project controls teams across complex programmes.
Key Responsibilities
Project Controls Leadership
- Lead and coordinate all aspects of project controls, including planning, scheduling, cost management, progress measurement, reporting, forecasting, and earned value management.
- Establish and maintain project controls frameworks that provide accurate and reliable project performance information.
- Ensure consistent application of project controls processes, governance, and reporting standards.
- Provide leadership, mentoring, and technical guidance to project controls team members.
Planning & Scheduling
- Develop and maintain baseline project schedules and programme controls systems.
- Manage schedule updates, forecasting activities, and performance monitoring throughout project execution.
- Support bid development and project mobilisation through the preparation of robust execution schedules.
- Collaborate with project execution teams to ensure project schedules align with delivery strategies and client requirements.
- Monitor critical path activities and recommend recovery strategies where required.
Cost Control & Earned Value Management
- Develop and maintain accurate progress measurement and earned value management systems.
- Monitor project performance against established baselines.
- Ensure cost and schedule data are accurately integrated and reported.
- Analyse variances, forecast outcomes, and identify performance trends.
- Provide meaningful data and recommendations to support project and business decision-making.
Reporting & Performance Analysis
- Produce weekly and monthly project reports in accordance with project and client reporting requirements.
- Provide analysis of progress, actual performance, earned value metrics, forecast completion positions, risks, and opportunities.
- Deliver portfolio-level reporting where required.
- Ensure project reporting provides clear insight to management teams and clients.
- Maintain compliance with client reporting standards, formats, and governance requirements.
Stakeholder & Client Management
- Build and maintain strong relationships with clients, contractors, consultants, and internal project teams.
- Collaborate closely with project management, commercial, engineering, procurement, construction, and commissioning teams.
- Support project leadership teams by providing accurate project controls information and strategic recommendations.
- Ensure effective communication of project performance across all stakeholder groups.
Continuous Improvement
- Support the ongoing development of project controls capabilities across the business.
- Promote best practice methodologies, lessons learned, and continuous improvement initiatives.
- Collaborate with regional and global project controls teams to share knowledge and improve consistency.
- Contribute to the development of project controls standards, systems, and procedures.
Major Programme Delivery
- Lead project controls functions on large-scale or complex programmes when required.
- Coordinate project controls resources across multiple workstreams and project phases.
- Ensure project controls activities support successful delivery of schedule, cost, quality, and performance objectives.
Qualifications & Experience
Essential
- Bachelor's Degree in Quantity Surveying, Construction Management, Engineering, Project Management, Project Controls, or a related discipline.
- Minimum of 10 years' experience in project controls, planning, scheduling, or programme controls within major capital projects.
- Strong experience supporting large-scale construction, infrastructure, energy, nuclear, industrial, pharmaceutical, or mission-critical projects.
- Proven expertise in schedule development, project reporting, forecasting, progress measurement, and earned value management.
- Demonstrable experience leading project controls teams and coordinating multidisciplinary project functions.
- Strong understanding of project controls principles, methodologies, systems, and tools.
- Experience providing project controls reporting and guidance to senior management and clients.
- Excellent analytical, organisational, and problem-solving skills.
- Strong communication and stakeholder management capabilities.
- Highly organised, detail-oriented, and capable of managing multiple priorities simultaneously.
Preferred
- Experience working within EPC, owner-side, contractor, or consultancy environments.
- Nuclear, decommissioning, energy, or highly regulated project experience.
- Advanced proficiency with Primavera P6 and project controls software platforms.
- Experience with digital reporting tools such as Power BI and data analytics platforms.
- Professional project controls or project management certifications.
- Knowledge of Luxembourg and wider European construction markets.
- Fluency in English, with French and/or German language skills considered advantageous.
