Job Description:

Responsibilities

The Bureau of Cancer Prevention and Control oversees the State’s Cancer Services Program (CSP), a set of statewide community-based contractors that offer access to cancer screening, diagnostic, and treatment services to uninsured and underinsured New Yorkers who are less likely to receive screenings and who experience cancer disparities due to factors such as race, ethnicity, gender identity, sexual orientation, geography and social determinants of health. The CSP increases the number of individuals who receive timely screenings and potentially catches cancer early when it is more treatable.

Health Research, Inc. is seeking a Health Program Coordinator I. This staff will be responsible for programmatic and contractual oversight of a subset of statewide Cancer Services Program contractors, be the main point of contact with assigned contractors, and will supervise senior contract coordinator staff. They will develop performance improvement guidelines and identify and provide training and technical assistance to support contractors to effectively implement and complete program deliverables.

Day-to-day responsibilities include contributing to the development and negotiation of contract workplans and budgets; setting agendas and leading monthly progress meetings; monitoring program and clinical performance measures and providing feedback; identifying training needs and collaborating with bureau staff to meet them; offering remediation and technical assistance; reviewing contractor-developed media and verifying they conform to established guidelines; assisting contractors in identifying and filling service gaps; helping to identify multisector community partners to support CSP goals with a focus on identified populations (Black persons, persons who live in rural communities, and LGBTQIA+ persons); monitoring, reviewing and approving vouchers and expenses; supervising senior contract coordinator staff, offering staff training and technical assistance, and completing staff evaluations.

Minimum Qualifications

A Bachelor’s degree in a related field and three years of experience in program coordination in a public health, health, health regulatory, or human services related program; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master’s degree in a related field may substitute for one year of experience.

Preferred Qualifications

Experience working in public health or health related setting.  Experience providing programmatic guidance and technical assistance to health and human service providers.  Experience with contract management, including the review and approval of work plans and budgets. Experience interpreting data and producing written reports. Knowledge of program evaluation and continuous quality improvement (CQI). Experience developing and conducting presentations and training, including the use of distance learning platforms and webinars. Knowledge of cancer prevention, screening, and treatment interventions or programs.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

Travel, up to 25% of the time, will be required.
