Northrop Grumman’s Aeronautics Systems sector is looking for a Manager Programs 1 to support our Retrofits during build and Flight Operations within the E-2D organization/business unit. The selected candidate will join our team of qualified, diverse individuals within our organization on-site in Saint Augustine, FL.

This position is on-site in St. Augustine, FL and cannot be performed remotely due to the nature of the role.

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  The individual will lead a cross-functional organization aligned to common program performance goals. The selected candidate must have excellent interpersonal skills with ability to manage a project team daily and communicate effectively with leadership regarding status, awareness’s, and escalations. The Program Manager will need to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all the work required and only the work required is performed. They will initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations. They will resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers and within the organization.

Job Responsibilities:

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:  

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Preparing Business case analysis to evaluate various courses of action as it relates to cost or schedule mitigation plans
  • Proposal Management – Preparing and delivering proposals for Retrofit IPT
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Participate in creation, review and finalization of the program Statement of Work
  • Identification, distribution, tracking, and completion of program requirements
  • Managing Government/customer supplied property or information
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Development and adherence to master plans and schedules
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization
  • Cultivating customer relationships to develop further opportunities within the customer community
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Identify the functional skills required to complete each process within the multi-disciplined team’s statement of work
  • Establish the baseline and performance for their team’s cost & schedule scope in alignment with the overall program parameters

Basic Qualifications:

  • Bachelor’s degree and 6 years of related experience as defined below, OR a Master’s degree and 4 years of related experience as defined below.
  • Experience as a project lead, cost account manager, or demonstrated success leading teams and/or organizations to achieve a common goal
  • Project Management skills and its toolsets (i.e. managing of people, projects)
  • Experience in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)
  • Ability to support extended work weeks as needed by the business.
  • Must be able to obtain a DoD Secret security clearance. (US Citizenship is a requirement) in a reasonable amount of time as required by the business.

 Preferred Qualifications:

  • A degree in a science, engineering, or a business program
  • Experience in the aerospace/defense industry or within the Department of Defense or NASA 
  • PMP® certification
  • Active Secret Security Clearance
  • Prior management of Retrofit A/C; O&A cost and constraints to include parts management and 7R components/dispositions
  • Experience with direct PMA and TYCOM communications
  • Prior experience with A/C in Flight Test, monitoring A/C through troubleshooting efforts and coordination until resolution to delivery
  • Experience with Tech Directives and TD Cut-Ins
  • Strong manufacturing background
  • Competent use of MES and SAP Knowledge
  • Prior Program Management or Project Management Experience
  • Prior EVMS Certification

Salary Range: $109,300.00 - $163,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
