The Lead Counsel 2 (Regulatory) is a senior level position responsible for serving as subject matter expert and key legal advisor to business stakeholders, functional partners, and the Legal Management Committee by providing counsel and thought leadership on all aspects of legal matters related to Regulations. The overall objective of this role is to provide legal support, advice, and guidance across Regulations and Citi Businesses and Functions.

This role requires a pragmatic, proactive attorney with thorough understanding of Regulations, combined with a solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate as it relates to Regulations. Provides input into strategic decisions, exercising sound legal judgement to develop proactive, risk-appropriate, and commercially business-oriented solutions. This is not a manager.

Responsibilities:

  • Provide legal advice as a subject matter expert to stakeholders regarding regulatory issues concerning the impact of US banking laws and regulations on all of Citi’s businesses, staff groups and control functions, domestic and foreign
  • Advise on bank regulatory aspects of Citi’s acquisitions, divestitures and internal reorganizations, optimal structuring of new and existing products, transactions, and trades
  • Participates in the resolution of violations of law or regulations and other major compliance issues
  • Collaborate with other functions, such as compliance, by acting as a key advisor on strategic regulatory issues and legislative matters
  • A recognized subject matter expert who substantially influences the way things are done within Regulatory service within Citi and/or the legal/financial services industry; their area of responsibility and has primary accountability for the end results
  • Collaborate with financial services regulators on issues of authorization and discipline
  • Provide regulatory advice and guidance regarding products and services; provide guidance relating to bank compliance and consumer regulatory matters
  • Anticipate, evaluate, and appropriately respond to developments in local and international laws and regulations that impact relevant Citi activities; assist the firm in evolving to meet marketplace and client needs
  • Monitor management of complex legal issues and transactions, escalating when necessary
  • Proactively identify, evaluate, and contribute to the appropriate management of legal, regulations, and reputational risk by collaborating with ICRM & Risk, following relevant legal developments, participating in internal projects, and performing other related tasks
  • Contribute to planning and development initiatives; contribute to objectives by providing thought leadership using knowledge of industry, laws, and regulations
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Qualifications:

  • 6-10 years of relevant industry experience, preferably in financial services
  • Banking or financial industry experience, including laws related to banking regulations
  • Comprehensive knowledge of international laws, regulations and practices while staying abreast of regulatory and legal environment, internal policies and industry trends that impact the business
  • Experience with complex deals, demonstrated ability to analyze issues and develop legal solutions
  • Effective communication and negotiation skills and ability to build and maintain trusted relationships
  • Excellent leadership, interpersonal, organizational and relationship management skills
  • Proven ability to apply sound judgement while managing assignments in a demanding, fast-paced environment
  • Bar license in good standing to practice law

Education:

  • Juris Doctorate or equivalent law degree

The Lead Counsel 2 position will be a member of Citi's Regulatory Requirements and Obligation Program specializing in the areas of Markets, Data and Technology. In this role, they will provide critical support to Citi's Financial Regulatory Inventory in order to keep it up to date with the latest laws, rules and regulations that impact Citi's businesses and functions. Ideal candidate will have a strong legal and/or compliance background, excellent analytical and communication skills, and the ability to manage complex projects in a fast paced environment. A background in financial services is essential with experience working with technology, data privacy and/or securities regulations strongly preferred.

Primary Location Full Time Salary Range:

$140,640.00 - $210,960.00
