About the Role
The TA Operations & Workforce Planning Manager is a pivotal leadership role within CI&T’s Talent Acquisition function, reporting to the Head of Attraction. This manager owns the infrastructure, programs, and systems that make the TA function run — ensuring headcount coverage operates efficiently through external hiring and internal mobility, driven by data and proactive workforce planning.
You will lead a team of three Talent Solution Specialists (Sr.) and serve as the operational backbone of our global TA organization, partnering closely with Finance, Legal, Compliance, and People teams across all markets.
What You’ll Own
Programs, Policies & Compliance
Design, document, and maintain structured TA processes and policies that interface with enterprise functions — Finance, Legal, Compliance, and Procurement.
Own and operate strategic talent programs, including NextGen (early-career pipeline) and the employee referral program.
Manage vendor contracts and relationships with external partners (staffing agencies, RPOs, tooling providers), serving as the primary commercial contact for the TA function.
Ensure compliance with local labor laws, internal governance requirements, and audit readiness across all hiring markets.
Internal Mobility & Workforce Management
Lead and evolve CI&T’s Internal Mobility program, driving adoption, equity, and transparency across a global, multi-country workforce.
Partner with Growth Unit leaders and regional People teams to build proactive workforce planning models that anticipate talent demand before vacancies arise.
Drive the transition toward a globally integrated headcount management practice, balancing local nuance with centralized visibility.
Develop frameworks and cadences for capacity planning, skills mapping, and talent redeployment to support business growth.
Tools & Systems (ATS · Candidate Experience · Sourcing)
Own and evolve CI&T’s recruiting tech stack — ATS, sourcing platforms, and candidate experience tools — ensuring proper configuration, adoption, and continuous optimization.
Lead system evaluations, implementations, and migrations in close partnership with IT and People Ops.
Guarantee data quality, integrity, and a reliable reporting infrastructure to support decision-making across the TA function and business stakeholders.
Design and maintain the end-to-end candidate journey, enabling a consistent, high-quality experience across all markets.
What We’re Looking For
Experience in HR Operations, TA Operations, or a closely related field — with at least 3 years in a management or program leadership role.
Proven track record designing and running cross-functional programs and managing vendor relationships in complex, matrixed organizations.
Deep familiarity with ATS platforms and recruiting tech stacks (experience with Workday, Greenhouse, Lever, or similar is a strong plus).
Analytically driven: you know how to read a funnel, build a dashboard, and turn data into decisions.
Strong change management capability — comfortable building from scratch, navigating ambiguity, and influencing without direct authority.
Experience in global organizations, ideally within tech, consulting, or software services sectors.
Fluency in Portuguese and English; Spanish is a plus.
