Role Overview

Position based in Ha Noi - 6 month contract ( Jan-2026 to Jun-2026)

We are seeking an experienced Program Director to lead the end-to-end implementation of Temenos Transact (T24) Core Banking System across the bank’s operations. The Program Director will be responsible for overall program governance, delivery excellence, risk management, and stakeholder alignment to ensure successful transformation of the bank’s core banking capabilities. This role demands deep expertise in large-scale banking transformations, vendor management, and a proven track record in leading Temenos or comparable core banking system implementations.

Key Responsibilities

  • Program Leadership & Delivery
    • Define and own the program vision, roadmap, and delivery plan for Temenos implementation (core banking, channels, and ecosystem integrations).
    • Lead the end-to-end delivery lifecycle including solution design, customization, data migration, testing, cutover, and post-go-live stabilization.
    • Drive delivery excellence through robust governance, tracking, reporting, and quality assurance mechanisms.
  • Transformation Management Office (TMO) Setup & Governance
    • Establish and lead the Transformation Management Office (TMO) to provide governance and oversight for the core modernization program.
    • Define the program governance structure, escalation framework, and integrated implementation plan, mapping key business and technology dependencies.
    • Set up governance forums, processes, templates, and decision-making protocols for reporting, escalation, and issue resolution.
    • Monitor and track program progress across scope, timeline, resourcing, budget, risks, issues, change requests, and dependencies.
    • Consolidate and produce management reporting for regular forums such as Initiative Council and Steering Committee meetings.
    • Define and align a RACI / responsibility matrix across all stakeholders (bank teams, Temenos, System Integrators, and partners).
    • Define the transition approach and knowledge transfer plan between parties (e.g., Accenture to client teams).
  • Stakeholder Management
    • Act as the primary point of contact for the bank’s C-level executives, business leaders, regulators, and Temenos/vendor partners.
    • Align cross-functional teams (business, IT, operations, risk, compliance) to ensure requirements and outcomes are met.
    • Provide clear and consistent communication to executive sponsors, steering committees, and external stakeholders.
  • Technology & Vendor Management
    • Manage relationships with Temenos, system integrators, technology partners, and external consultants.
    • Support the bank in reviewing and providing recommendations on the SI and Temenos contracts, focusing on scope coverage and alignment of the responsibility matrix (non-legal advisory).
    • Ensure vendor deliverables, SLAs, and contracts are tracked and enforced.
    • Challenge vendors where needed to ensure fit-for-purpose and timely solutions.
  • Risk & Change Management
    • Establish robust program risk management frameworks, proactively identifying, escalating, and resolving risks/issues.
    • Lead business change management, ensuring business readiness, training, and adoption across impacted functions.
    • Drive regulatory and compliance alignment throughout the program.
  • Financial & Resource Management
    • Own the program budget, resourcing plan, and commercial governance.
    • Ensure delivery is on time, within scope, and within budget while optimizing resource allocation (internal teams and partners).

Required Qualifications:

  • Bachelor’s degree in information technology, Computer Science, Engineering, Business Administration, or related field.
  • Minimum 15 years of experience in large-scale Core Banking Transformation programs, including 5+ years in a Program Director or equivalent leadership role.
  • Proven success in delivering Temenos Transact (T24) or similar Core Banking System implementations (Finacle, Flexcube, TCS BaNCS, etc.).
  • Strong understanding of end-to-end banking operations: retail, corporate, lending, payments, and regulatory processes.
  • Demonstrated expertise in program governance, PMO setup, risk management, and stakeholder engagement.
  • Hands-on experience with vendor and system integrator management.
  • Excellent leadership, communication, and stakeholder influencing skills, especially at C-suite level.
  • Fluent in English (both written and spoken).
