The Manager of Estimating is responsible for the oversight and coordination of estimates prepared for proposals to our customers.  The Manager of Estimating will ensure that the estimates are developed in a manner to be consistent and satisfy our company’s commitments and goals; as well as those of the Customer.  The Manager of Estimating oversees all aspects of work performed by Proposal Estimators including resource allocation, implementation of process improvements, coordination of team to execute plans to meet our proposal commitments and department strategic plan and maintaining execution/sales team communications and relationships.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Provides coaching for estimating team members, focusing on the growth, development, and knowledge transfer. 
• Recruits, hires, and retains employees within estimating team.
• Appraises performance and addresses performance issues; holds individuals accountable by delegating authority and ensuring results.
• Ensures accountability for, encourages, and motivates internal and external teams to keep proposals and related activities on schedule.
• Maintains and expands upon expertise of our industry and vision and is adaptable and agile. 
• Ensures that standards and expectations are communicated and met.
• Analyzes estimating activities, developing KPI’s and recommends plans to improve performance, processes, and systems.
• Supports the development of strategic planning for the estimating group; owns initiative and action plan development; oversees execution of plans to meet or exceed company goals.
• Identifies all stakeholders and manages their expectations and concerns.
• Prioritizes estimates and plans resource allocation; then as needed implements changes and interventions to achieve company goals.
• Reviews technical and commercial offer with the Estimators; including price, schedule, costs, scope, designs, and clarifications/deviations.
• Working with the Proposal Manager, verifies all aspects of the proposal master spreadsheet for costs associated with Beta’s commercial offer, alternates, and options.
• Support proposal team with T&Cs and assist in the resolutions of all business decisions.

ADDITIONAL RESPONSIBILITIES:
• Ensures development of relationships with subcontractors that align with Beta for competitively bidding projects.
• Facilitates the definition of proposal scope, goals, and deliverables.
• Must be able to work with confidential information and ensure the security of this information.
• Leads, attends, and participates in proposal meetings, pre-bid meetings, and conferences calls.
• Interfaces with other department employees, sale representative and customers on a regular basis.  Encourages and develops teamwork within the department and across the organization.
• Additional responsibilities as requested by Leadership.
• Directly supervises the Estimating Team.

• Communicates regularly with supervisor about department issues.
• Must have clean driving record as use of company vehicles is a requirement of position.
• Desire to participate in continuing education and training.
• Knowledge of and ability to setup teleconference calls and webinars for hosting meetings.
• Oversite of  tasks assigned to team.

EDUCATION AND EXPERIENCE:
• Bachelor’s Degree from an accredited vocational or academic institution in the field of Construction Management, Engineering or Technology; or a related field plus 3-5 years of proposal management experience is required.
• Ten years of successful proposal/project management experience may be considered in lieu of a formal degree.
• Knowledge of Microsoft Outlook, Excel, Microsoft Word, and Adobe Acrobat is required.
• Knowledge of the EPC of high voltage substation, switchyard and transmission projects; including the engineering, design and construction process is required.
• Knowledge of scheduling software such as Microsoft Project, Primavera 6 or equivalent is preferred.

WORKING CONDITIONS: 
• Will work in an office environment with minimal exposure to dust, noise, and other environmental hazards.
• Exposed to office equipment with moving parts and cutting blades which require caution in their use.
• Overnight travel is required to an active pre-bid and proposed bid sites.  Ability to perform duties safely and to adhere to each job site’s safety requirements; while working on an active job site, outdoors, is a requirement.  
• Must be able to lift up to 50 lbs. on occasion.
• Use of company vehicle.
