The Legal Group Manager (Regulatory) is a senior management-level position within the Legal Department that is responsible for managing a team and serving as a key strategic partner to senior business stakeholders and functional partners in matters of Regulations. The overall objective of this role is to set the strategy for and manage a team providing day-to-day legal advice and guidance on Regulation areas to all Citi Businesses and Functions.

This role leads a team of lawyers providing guidance, support, and legal advice on Regulations to Citi's businesses and functions and has a significant degree of responsibility and authority. This role requires a pragmatic, proactive attorney with thorough understanding of Regulations, combined with a solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate. This role also requires impactful management responsibilities, including talent management, budgeting (including headcount and financial), and strategic planning for the team.  This role has authority to negotiate and make independent decisions on issues / activities that have impact or influence on the function.

Responsibilities:

• Prepares, executes and/or advises the business or Legal management on issues or matters impacting regulations such as Citi’s acquisitions, divestitures and internal reorganizations, optimal structuring of new and existing products, transactions, and trades
• Provide legal assistance and support to senior stakeholders regarding regulatory issues concerning the impact of US banking laws and regulations on all of Citi’s businesses, staff groups and control functions, domestic and foreign
• Leads and directs a team of professionals responsible for diverse, complex activities; Responsible for end results of the area, project, function or matter managed
• Manage the resolution of violations of law or regulations and other major compliance issues
• Collaborate with other functions, such as compliance, by acting as a key advisor on strategic regulatory issues and legislative matters; Collaborate with financial services regulators on issues of authorization and discipline
• Provide regulatory advice and critical inputs regarding products and services; provide guidance relating to bank compliance and consumer regulatory matters
• Leads and directs a team of senior professionals responsible for diverse, complex activities; Actively sets the functional strategy/agenda for team
• Serves as recognized subject matter expert in Regulations, managing day-to-day legal activities; supporting strategic initiatives and product/service launches
• Represent the firm both internally and externally with clients, governmental bodies, regulators, industry groups or other organizations
• Anticipate, evaluate, and appropriately respond to developments in local and international banking regulatory, and regulations that impact relevant Citi activities in; assist the firm in evolving to meet marketplace and client needs
• Objectively evaluate Regulatory business decisions by applying institutional knowledge and risk appetite against industry standards, widely accepted business practices, laws, rules, and regulatory guidelines, escalating where appropriate
• Contribute to planning and development initiatives; contribute to objectives by providing thought leadership using knowledge of industry, laws, and regulations
• Proactively identify, evaluate, and contribute to the appropriate management of legal, regulatory, and reputational risk by collaborating with ICRM & Risk, following relevant legal developments, participating in internal projects, and performing other related tasks
• Monitors management of complex Regulatory issues and transactions, impacting the Legal Department or the business and escalating necessary issues
• Appropriately assess Regulatory risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Qualifications:

• 10+ years of relevant industry experience, preferably in financial services; managerial experience
• Banking or financial industry experience, including laws related to banking regulations
• Comprehensive knowledge of international, multi-jurisdictional laws, regulations and practices while staying abreast of regulatory and legal environment, internal policies and industry trends that impact the business
• Experience with complex deals, demonstrated ability to analyze issues and develop legal solutions
• Effective communication and negotiation skills and ability to build and maintain trusted relationships
• Excellent leadership, interpersonal, organizational and relationship management skills
• Proven ability to apply sound judgement while managing assignments in a demanding, fast-paced environment
• Bar license in good standing to practice law
