Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a professional engineer with construction experience to join our team as an Assistant Construction Engineer in our District 4 Grand Island Office.

Pay range for this Professional Engineer II position is $40.990 per hour to $60.425 per hour. The pay rate is commensurate with education and/or experience within fiscal constraints, if approved.

If unable to fill at the Professional Engineer II level, will consider applicants at the Professional Engineer I level. Pay range for this classification is $35.641 - $52.539 per hour. The pay rate is commensurate with education and/or experience within fiscal constraints, if approved.

Qualifications for each of the above levels are outlined below.


 

Job Duties:

  • Assist the District Construction Engineer managing the construction program for the district.
  • Review plans and specifications for the constructability and accuracy, work with district and appropriate divisions to make changes.
  • Represent the Department at pre-construction conferences, public hearings, and meetings.
  • Make progress inspections of projects to ensure construction is in accordance with plans and specifications.
  • Ensure environmental commitments are met during project construction.
  • Keep the District informed of activities and problems within assigned area.
  • Handle inquiries/concerns from the public.
  • Review change orders, estimates, and working day reports for content and accuracy.
  • Supervise assigned Project Managers.
  • Enforce District and Department policies and procedures.
  • Complete performance reports and ensure the most efficient use of staff, materials and equipment are made.
  • Review consultant plans on Federal aid projects.
  • Assure applicable procedures, policies and design standards are met.
  • Manage the hiring process and training and employee development process for the District’s construction function.
  • Work with the Human Resources Division to complete the process, prepare interview questions, conduct interviews, etc.
  • Manage the drug testing process for the District construction staff.
  • Perform other duties as assigned.


 

Requirements / Qualifications:

Minimum Qualifications:

Professional Engineer II: Bachelor’s degree in an engineering discipline and one year of experience performing professional level engineering assignments. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.

Professional Engineer I: Bachelor’s degree in an engineering discipline. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment.

Preferred Qualifications:

  • A bachelor's degree in civil engineering or similar degree.
  • Civil Engineering PE license.
  • Field construction experience, particularly in the transportation field.
  • Experience dealing with public relations and media.
  • Experience and/or knowledge of environmental issues impaction construction.
  • Progressive responsibility and experience in supervision and project management including direction of multiple personnel and projects.

Other:

  • Must have a valid driver’s license with a good driving record.
  • Occasional overnight travel may be required.
  • Regular and reliable attendance is also required.

Knowledge, Skills, and Abilities:

  • Knowledge of all aspects of construction operations during assigned projects; modern methods and techniques of highway construction, maintenance, and materials operations; legal responsibilities and ramifications associated with work assigned.
  • Good communication skills, both oral and written.
  • Ability to understand, interpret and implement state and federal laws and regulations, agency standards, policies and procedures; understand, interpret and evaluate engineering plans and specifications; plan, organize, assign and direct the work of assigned employees; interact with assigned employees, other agency employees, local government representatives, contractors, consultants, and the public. Must demonstrate the capability of building coalitions and maintaining positive working relationships with differing personalities and within other professional disciplines.
