Experienced Technical Data Project Manager

The Boeing Global Services, Maintenance Engineering, C-17 Technical Data Services organization is seeking anExperienced Technical Data Project Manager  to support the horizontal integration, project management, and technical data updates for United States Air Force (USAF) Technical Orders (TOs).This position is in Long Beach, CA. 

 

Position Responsibilities: 

  • Support planning, coordination, and execution of technical data updates for USAF C-17 Technical Orders and related technical publications. 

  • Coordinate with engineering, logistics, maintenance, and technical writing teams to support timely and accurate document updates. 

  • Review change requests, engineering data, and source information to identify affected technical publications and required updates. 

  • Track project scope, schedules, and status to support on-time delivery of technical data products. 

  • Support the development and contribute to Basis of Estimate (BOE) inputs, including affected TOs, page counts, and scope details. 

  • Analyze engineering drawings and released source data to assess impacts to technical publications.

  •  Support program reviews, change boards, and status meetings by preparing and communicating project updates. 

  • Apply knowledge of ATA specifications, MILSPEC requirements, aviation maintenance, engineering development, certification, and sustainment practices. 

  • Support technical publication development and sustainment for military aircraft programs, considering both strategic and tactical impacts.

  • Use tools such as IPDM, GitLab, shared drives, and publishing systems to support project tracking and document control. 

  • Coordinate with technical writers and engineers to ensure approved changes are incorporated accurately into technical publications.

  • Support authoring and publishing activities using tools such as XPP, Arbortext, and Contenta.

  • Create and deliver technical data packages in accordance with contract, quality, and customer requirements.

  • Monitor project risks, issues, and deliverables, and communicate status to internal stakeholders.

  • Support process improvements and team collaboration efforts related to technical data development and delivery.       

 

Basic Qualifications (Required Skills/Experience) 

  • Associates degree or higher. 

  • 5+ years of experience in engineering project planning or project management. 

  • 5+ years of experience in at least one of the following Integrated Product Support elements: Product Support Management, Supply Support, Maintenance Planning and Management, Technical Data, Support Equipment, Sustaining Engineering, or Design for Maintainability/Supportability. 

  • 5+ years of experience with reading and interpreting engineering drawings and specifications (e.g., blueprint/schematic reading, specification, change, design.) 

  • 5+ years of collaborating with Senior level executives and/or project management and/or complex operations. 

  • 5+ years of experience with technical publication.

  • 5+ years of experience working with ATA100, ATA iSpec2200, ASD-STE100, and ASD S1000D specifications. 

  • 5+ years of experience working in a team environment and communicating clearly with both internal and external customers. 

Preferred Qualifications (Desired Skills/Experience) 

  • 5+ years of experience with project management and the ability to work on several projects simultaneously. 

  • 5+ years experience in conducting review and validation with engineering, maintenance, and logistics stakeholders to ensure correctness and usability. 

  • Experience with USAF Technical Orders and military technical publication development and sustainment. 

  • In-depth knowledge of military and/or commercial operations and maintenance technical publications.

  • Experience applying ATA specifications, MILSPEC requirements, and technical publication standards. 

  • Experience supporting military aircraft programs across engineering development, certification, and sustainment. 

  • Experience with technical publication tools such as XPP, Arbortext, Contenta, and IPDM. 

  • Experience with configuration management, change control, and engineering data impact assessment. 

  • Strong understanding of aviation maintenance concepts and technical data impacts. 

  • Experience leading cross-functional stakeholders through planning, scheduling, execution, and delivery.

  • Demonstrated project leadership skills, including conflict resolution, delegation, prioritization, and management of multiple projects. 

  • Strong interpersonal communication skills and ability to assess strategic and tactical impacts of project decisions. 

  • Experience mentoring junior team members or support specialists. 

  • Experience with project management methodologies such as Agile or PMP. 

  • Strong communication, organizational, and problem-solving skills, and ability to assess strategic and tactical impacts of project decisions. 

  • Bachelor’s degree in engineering, project management, technical communication, or a related field. 

  • Demonstrated ability to lead cross-functional teams and manage complex projects. 

  • Experience reviewing engineering data and assessing impacts to technical publications. 

  • Experience coordinating project activities such as planning, scheduling, and status tracking.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.   

 

Pay Range Experienced-level (Level 3): $101,150 -$136,850
