The HTA Specialist is a valuable member of the Health and Value Team that is responsible for developing and managing HTA-related tasks for Pfizer portfolio to meet evolving needs and timely access for patients in the Philippines.

The role is responsible for leading compilation of reimbursement submissions including conduct of literature review and health technology assessment that is aligned with strategic imperatives of new and/or existing Pfizer brand plans.  The role will entail management of vendors involved in supporting reimbursement submissions and will lead cross-functional projects and working groups to support access brand plans.

The role is mainly responsible for leading compilation of reimbursement submissions including conduct of literature review and the development and submission of products for inclusion and reimbursement.  The HTA specialist is expected to be able conduct research and synthesize clinical, regulatory, marketing, and economic data that supports the strategic imperatives of new and/or existing Pfizer brand plans.  The role will entail management of vendors who may be contracted to develop the product portfolio and conduct localized health technology assessment.  The HTA specialist is tasked to effectively lead cross-functional teams and working groups to support access brand plans.

Responsibilities:

  • Lead development and compilation of reimbursement submission dossier for appraisal by relevant healthcare payor bodies (e.g. HTA Philippines) in collaboration with medical, marketing, and other colleagues.
  • Manage projects to adapt and customize pharmacoeconomic models that meets health authorities’ reimbursement and/or national formulary inclusion requirements.
  • Develop and strategize value messaging for medicines and vaccines to meet payor needs.
  • Identify local HEOR/RWE needs and/or strategies to support Pfizer portfolio and championing this with medical and/or external stakeholders to enable implementation
  • Contribute to external presentations and/or publications of Pfizer HEOR/PE research studies.
  • Develop and maintain external stakeholder relationships and programs with payers, academe, key opinion leaders as appropriate that will contribute to enhancing health system capacity by sharing knowledge and skills in the field of HEOR/HTA.
  • Lead the development and process for national formulary inclusion that is ready for submission and appraisal by relevant healthcare payor bodies (e.g. DOH HTAC) in collaboration with medical, marketing, and other colleagues.
    • Develop topic nomination form for identified products
    • Conduct market research and literature review
    • Develop reimbursement submission package, including references
    • Lead conduct of local health technology assessment
    • Create technical reports on cost studies (e.g., cost-effectiveness and/or budget impact analysis).
  • Manage third-party vendors who may be contracted to perform adaptation and customization of economic evaluation/models that meet health authorities’ reimbursement and/or DOH HTA Guidelines, and Philippine national formulary inclusion requirements.
  • Develop and strategize value messaging for medicines and vaccines to meet payor needs.
  • Present publications or results of economic evaluations of Pfizer HEOR/PE research studies.
  • Engage with external stakeholders, e.g. payers, academe, key opinion leaders as appropriate, that will contribute to enhancing health system capacity in the country, establish good relationship and programs by sharing knowledge and skills in the field of HEOR/HTA.

Qualifications:

  • Bachelor's degree
  • With at least 4 years’ experience in the pharmaceutical/health industry with market access roles. 
  • With experience in processing applications for national formulary inclusion, reimbursement, or HTA
  • Qualifications in medical, pharmacy, allied health or other life sciences, science degrees. Preference for those with experience in health economics, market access environment, epidemiology, medical information, or biostatistics.
  • Strong problem-solving skills, technical and analytical skills: proficient in excel and other data processing tools to successfully deliver complex HTA submissions on time
  • Proficiency in MS Office programs such as Word, Excel, and PowerPoint
  • Outstanding strategic thinking, critical thinking, and attention to detail
  • Ability to communicate with individuals at various levels within the organization and external stakeholders.

Preference:

  • Good understanding of the formulary inclusion and reimbursement landscape.
  • Excellent project management skills and experience of managing third-party vendors
  • With post-graduate qualifications in health economics or Pharmacoeconomics
