The HSE manager’s key responsibility is the ongoing identification, assessment, prioritization, and management of safety and environmental risks through the development, implementation, monitoring, and continual improvement of a cost effective and efficient integrated management system. Essential functions include evaluating environmental, safety and health programs and coordinating Plant activities to support local and corporate objectives, ensuring local legal and corporate compliance with safety and health regulatory requirements.

Enter Responsibilities/Essential Duties

Act as a liaison between the facility and local, state and federal Mexican regulatory agencies.

Assist the Facilities Maintenance team with contractor screening and qualifications.  Provide training to contractors to assure the contractors work safely while performing tasks on site.

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include training employees; safety audits, planning, assigning and directing work; addressing complaints and resolving problems.

Chairs or facilitates site Health, Safety & Environmental Steering Committee, Management Safety Task Force, and Safety Committees.

Conduct ergonomic assessments as necessary for production, material handling and administration.  Recommend appropriate corrective actions and ensure completion in a timely manner.

Conduct routine periodic inspections in all functional areas and recommend corrective /preventive actions for risk and hazard reduction.

Creates and maintains local procedures to support HSE compliance.

Develops and delivers employee health, safety and environmental training programs.

Develops, implements and manages site health, safety and environmental programs such as Injury Illness Prevention Plan (IIPP), Hazard Communication, and Bloodborne Pathogens.

Ensure all permit conditions as identified in the permits are accomplished and maintained in the HaemoHSE system as required.

Assure and provide input to accident investigation for all incidents including near misses, first aid, recordable injuries and lost time injuries.  Work with Team to determine root cause and recommend corrective actions as appropriate.

Maintain all permits and licenses in the HaemoHSE system to assure renewals are up to date and current.

Maintains personal competencies, certifications and familiarity with safety and environmental regulatory requirements.

Maintains records and documentation relative to compliance, training, and reporting of health, safety, and environmental programs.

Manages activities to increase safety awareness across the organization including routine safety committee meetings and safety incentive program.

Manages environmental activities, including hazardous waste disposal, medical waste management, solid waste management as well as recycling activities.  Follows a Hierarchy of Controls approach to managing waste wherever possible.  Establishes and maintains relationships with qualified vendors for proper disposal.

Monitors and evaluates effectiveness of site written programs, general safety rules, and overall performance of health, safety and environmental programs.

Partner with corporate HSE to update Occupational Safety & Health Administration (OSHA) 300 log to ensure the log is up to date and current.

Provides additional site representation to outside Local, State and Federal public agencies such as OSHA, Fire Department, and the Environmental Protection Agency (EPA), and Mexican agencies Secretaria del Trabajo y Prevision Social (STPS) Expertise in Normas Oficiales Mexicanas de Seguridad y Salud en el Trabajo NOMS,  Comision Federal para la Proteccion contra Riesgos Sanitarios (COFEPRIS), Secretaria de Medio Ambiente y Recursos Naturales (SEMARNAT).  Files required reports with regulatory agencies in a timely manner.

Reviews new or transferred equipment and new processes for potential health, safety, or environmental implications.

Track key safety and environmental performance indicators such as near misses, first aid injuries, recordable injuries, all recycling activities, utilities consumption and waste disposal.

Work with the Facilities Maintenance team to ensure that all safety work orders are completed in a timely manner.

Works with the corporate HSE function to implement Corporate HSE directives and activities as required.

Maintain the site Business Continuity Plan and the Emergency Operations Plan.  Coordinate with the Corporate Business Continuity Planning function, as appropriate.

Bachelor's Degree -Environmental Science, Safety, or relevant course of study. Required

Ability to travel outside of the United States, including Mexico
