Areas of Focus and Responsibilities
- Corporate Program Management
- Be responsible as a corporate program manager for leading the successful performance of at least one service contract with federal government customers.
- Manage the entire contract lifecycle, from contract award and kickoff, ongoing operations and eventual contract closeout.
- Strategically support onsite contract program managers managing the day-to-day operations by providing the oversight, support and corporate knowledge.
- Take proactive steps to minimize any risk to delivery or delivery delays. Forecast potential schedule delays and develop alternate plans for discussion and review with internal senior leader.
- Support team member training, recruiting and hiring, onboarding/offboarding, status changes, reviews, and professional development. Conduct regular 1:1s with team members
- Regularly communicate with customers/clients to arrange meetings, confirm program schedules, and discuss any program problems
- Work in an agile, adaptable, and collaborative manner across Seneca subsidiary teams and team members. Interact with customer senior management.
- Support business development efforts
- Provide BD consulting services in an open, collaborative manner that result in Seneca obtaining contracts with federal agencies with the goal of assisting Seneca to expand its footprint in those agencies.
- Support and advise Seneca with marketing support services and liaison activities during the proposal preparation stage as well as during contract performance as may be required in support of its business development goals.
- Serve as a Subject Matter Expert during capability briefings, business development visits and calls, and proposal reviews.
- Understand and anticipate the Department of State’s contracting needs, including shifts in contracting offices and preferred vehicles, to tailor BD strategies effectively.
- Build relationships with key stakeholders within the Department of State to stay informed about policy changes, funding priorities, and procurement processes.
- Thought leadership
- Demonstrate a bona fide expert level of knowledge and understanding of the client marketplace – business issues, vendor influencers, trends, and hot buttons
- Influence revenue generation by leveraging your network to contribute to business development (BD) efforts
- Leverage your expertise to strengthen our client offerings, proactively identify risks and collaborate with others to brainstorm management strategies – both during BD and while we are executing work
- Collaborate with SNG team members to meet company goals while supplying expertise and guidance on operations projects and systems.
- Simplify complex industry concepts for team members, facilitating better understanding and execution.
- Monitor the competitive landscape and attend industry events to stay abreast of new initiatives, emerging technologies, trends, and ways to stay ahead
- Support integration of client services efforts
- Develop and execute an engagement plan to integrate common client services efforts without adding bureaucracy
- Proactively foster connections across the organization. Build and maintain an internal network/community of staff

Education and Experience:
- Master’s Degree in National Security, International Relations, Business, Public Administration, or a closely related field.
- A minimum of 20 years of relevant industry experience, including at least five years in a senior management role.
- At least five years of professional work experience outside the United States (OCONUS) in two or more global regions.
- Extensive experience managing federal funds for operations, contracts, or grants, with a preference for experience in all three areas.
Other Requirements:
- Ability to maintain a U.S. national security clearance at the specified level.
- Proven track record of operational effectiveness.
- Demonstrated ability to interpret and engage across diverse organizational cultures.
- In-depth knowledge of the Department of State’s changing contracting environment, including the ability to track and adapt to changes in contracting offices and vehicles.
