JOB OVERVIEW

Under the supervision of the Representative of the Ukrainian Parliament Commissioner for Human Rights in Mykolaiv Oblast and in coordination with the International Rescue Committee (IRC) in Ukraine, the Regional Coordinator performs key functions and duties as agreed by the parties, acting on the basis of an official mandate issued by the Commissioner and supports the delivery of accessible and effective human rights protection for vulnerable populations, including internally displaced persons (IDPs) and other war-affected groups.

The Regional Coordinator provides legal information, conducts monitoring visits, facilitates referrals, and supports community outreach in line with humanitarian principles, Protection Principles, Do No Harm, and Accountability to Affected Populations (AAP). The role includes regular field visits, mobile receptions, and close coordination with the local authorities, civil society, and humanitarian actors.

The position contributes to evidence-based analysis of protection risks, strengthens service mapping and referral pathways, and supports institutional efforts to improve access to rights and services across Mykolaiv Oblast.

KEY RESPONSIBILITIES

• Conduct in-person and mobile receptions of citizens;
• Participate in the review of citizens’ complaints;
• Take part in monitoring visits to collective IDP accommodation sites, social protection institutions, healthcare facilities, and residential care institutions;
• Document identified human rights violations, trends and systemic issues, including in the areas of housing, social services, and access to them to further develop a strategy for changing procedures, improving service quality, and restoring violated human rights;
• Prepare written briefs, analytical notes, and recommendations for state authorities and institutions.
•  Coordinate interaction with authorities, state bodies, free legal aid centers, social services, shelters, health facilities, and NGOs;
• Act as a focal point and resource person for safeguarding and human rights awareness in communities, in close collaboration with IRC, including identifying safeguarding risks and ensuring referral of cases through established protection and reporting mechanisms.
• Development and regular updating of a comprehensive service mapping of available humanitarian, governmental, and volunteer support services in Mykolaiv Oblast.
• Providing information sessions to the population regarding: fundamental rights and freedoms; procedures for submitting complaints to the Commissioner; available human rights protection mechanisms; relevant legal remedies and procedures;
• Participating in joint outreach activities (mobile receptions, public consultations, awareness sessions).

JOB REQUIREMENTS

Education: higher education in law, social sciences, political science, public administration, human rights, social work, international relations, or other relevant field related to human rights and protection.

Required Experience

At least 2–3 years of professional experience in the fields of human rights, protection, legal assistance, social services, or humanitarian work.

Understanding of human rights protection mechanisms and the Ukrainian context, including the needs of IDPs and other vulnerable groups.

Experience facilitating group activities, trainings and workshops and mentoring others.

Proven experience in conducting monitoring visits, community outreach, or field-based activities.

Experience in coordination with local authorities, civil society organizations, and humanitarian actors is an asset.

Experience in documentation and analysis of protection concerns or human rights violations is desirable.

Experience in preparing analytical reports, briefs, or narrative reports.

Experience in referral mechanisms and service mapping within the humanitarian or social protection sector is an advantage.

Demonstrated Skills and Competencies:

• Language: Bilingual in Ukrainian and Russian, with good verbal and writing skills in English preferred
• Excellent communication skills both verbal and written
• Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
• Familiarity with data protection methodologies in humanitarian operations
• Excellent communication, empathy, stress resilience; adherence to humanitarian principles and Do No Harm.
• Positive and professional attitude, including ability to lead and work well in a team setting
• High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Computer literate, including Microsoft Word and Excel, with ability to work with data entry using software on tablets

IRC Collaboration: Protection Manager (Rule of Law), Protection Manager - Legal Affairs (Rule of Law)

Protection Senior Officer - Social and Legal Advocacy (Rule of Law), Protection Manager - Case Management (Rule of Law), Protection Officer - Capacity Strengthening and Program Development (Rule of Law), and other IRC departments.

External Collaboration: free legal aid centers, social services, shelters, health facilities, and NGOs; Protection and information services actors, government and non-government institutions involved in providing assistance to the population.

WORK ENVIRONMENT AND OTHER RELEVANT INFORMATION

This role requires office work (approximately 40%) and field work (approximately 60%).
