Northrop Grumman Defense Systems (NGDS) sector is seeking a Manager Programs 2 to join our Strategic and Mobile Command and Control (SMC2) Operating Unit (OU). This position will be located in Bellevue, NE.
This position is responsible for delivery of all customer and programmatic commitments to include cost, schedule, and performance. This includes planning, leading, organizing, and motivating Agile teams to achieve the highest level of performance and quality in delivering software that provides exceptional value to users. The applicant will be responsible for managing multiple concurrent high visibility programs using Agile methods in a fast-paced environment. The ability to lead diverse teams and a strong leadership background is required. This role requires a strong customer relationship and the ability to communicate well at executive levels.
This role will be responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Key responsibilities include:
- Program Leadership: Responsible for all aspects of program execution to meet program commitments for cost, schedule, and performance. Will serve as the face of the program to senior leadership.
- Cross-Functional Collaboration: Lead integrated teams consisting of multiple business and engineering functions to ensure goal alignment in support of program and business objectives.
- Customer Engagement: Develop and maintain strong customer relationships, serving as the face of the program in high-visibility meetings and business discussions.
- Cultural Leadership: Cultivate a culture of individual and program excellence driven through agile/lean principles and continuous improvement. Take an active role in mentoring and developing new leaders.
- Program Growth: Actively identify opportunities to drive program growth and support larger organizational strategic growth objectives.
- Risk & Opportunity Management: Drive risk identification, mitigation planning, and realization of opportunities to achieve favorable program outcomes.
- Technical Oversight: Drive timely delivery of working software for large, complex applications developed by multiple Agile teams. Requires seamless collaboration with multiple government teams, external vendors, and internal teams to ensure proper system integration.
Basic Qualifications:
- BS degree in a technical discipline (equivalent experience may be considered) with 8+ years of experience managing programs and leading successful complex programs in a high-tech development environment with cross-functional teams.
- 5+ years of experience successfully managing programs implementing software applications using Agile methodologies.
- Experience leading projects utilizing Agile/DevSecOps methods and tools including integration/continuous delivery and automated test frameworks.
- Demonstrated success with cultivating customer intimacy and confidence
- Demonstrated success aligning cross-functional teams and organizations to achieve a common goal.
- Experience managing communications with internal and external customers and stakeholders through organized processes.
- The ability to manage program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
- The ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.
- Must possess a Top-Secret clearance based on a Special Background Investigation and be eligible for Sensitive Compartmented Information (SCI)
Preferred Qualifications:
- MA or MS with 10+ years of experience managing programs
- Experience working with AFNWC NCC and USSTRATCOM customers
- PMI PMP
- PMI-ACP
- Prior experience in proposal development, capture planning and growth strategy
Primary Level Salary Range: $161,500.00 - $242,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
