About the Position

Dexis is seeking an experienced Finance Manager to support USAID/Benin Northern Economic Livelihoods for Youth, Women and Vulnerable Populations (NELY) Activity based in Benin. This is a five-year project aimed at improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace for men and women vulnerable to recruitment by violent extremist groups.    

The Finance Manager oversees all aspects of the day-to-day implementation of the financial processes governing the Benin Nely Program. He/she will play a critical role in the execution and maintenance of efficient and accountable processes and procedures. The Finance Manager will work closely with the project's technical advisors and with members of the Program management unit(PMU) based in Unites States. The ideal candidate will have experience overseeing all financial aspects of USAID-funded projects. The Finance manager will report to the Director of Finance and Operations and will oversee a local finance team. 

The estimated start date of the position is September 1, 2024. This is national full-time position to be based in Parakou, Benin. 

Responsibilities

  • Provide Director of Finance and Operations with financial advice to support the effective and compliant implementation of project activities. 
  • Lead the development, monitoring, analysis and revision of annual budgets; Use good business judgment to ensure allowability and allocability of expenses for a successful project implementation. 
  • Manage finance and accounting funds for in-kind and cash grants, other program activities, and contractor operation. 
  • Supervise Finance team. 
  • Enter or supervise the entering of payments into QuickBooks Online on a daily basis, assuring that the correct account and description are entered.  
  • Prepare in QuickBooks monthly bank reconciliations for each bank account. 
  • Review and oversee the Petty Cash fund. 
  • Review, complete as needed, and coordinate supporting documentation for each transaction.  
  • Provide pipelines to Chief of Party (COP) and adjust for exchange rate fluctuations (if needed) and availability of funds.  
  • Maintain liquidity of funds in the field and regular financial reporting. 
  • Assure that all USAID and Beninois regulations and processes are followed, and document any deviation to the stablished procedures with the COP and Finance and Operations Director approval. 
  • Coordinate with the Dexis HQ Finance team on financial matters. 
  • Other duties as assigned. 

Qualifications 

  • Bachelor's or Master’s degree in Finance and Budget Administration, Financial Management, Management Control or any other equivalent degree. 
  • At least seven (7) years of relevant financial management experience, preferably within USAID or other international donor-funded programs.  
  • Proven knowledge of FAR, AIDAR, Foreign Affairs Manual (FAM), the Automated Directives System (ADS), and Department of State Standardized Regulations (DSSR). 
  • At least 2 years of supervisory experience. 
  • Demonstrated expertise in finance and accounting. 
  • Experience with accounting systems including QuickBooks. 
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.   
  • Demonstrated leadership, versatility, and integrity.   
  • Displays creative problem solving in addressing and resolving emerging project needs.   
  • Excellent organizational, analytical, and written and oral communication skills. 
  • Proficiency in MS Word, Excel, and other basic computer applications.  
  • Previous work experience in Benin or the wider region.
  • Fluency in French is required. Fluency in English will be considered as an asset.
