About the Position

Dexis seeks an experienced Partner/Principal Investigator Consultant  to propose for a Department of State (DOS), Office of the Inspector General (OIG) opportunity. The Blanket Purchase Agreement will provide for the development, collection, analysis, and dissemination of research and evaluation studies determined to be of interest by the OIG. This position is contingent upon award.

Responsibilities

  • Ensure successful implementation and compliance of all task oder requirements;
  • Provide a leadership role in the design and implementation of investigations and evaluations;
  • Support the clarification of the investigation/evaluation objectives, subobjectives, and methodological scope.
  • Guide the other analysts on the team in the development of methodologies and data collection tools, including key informant interviews, focus group discussions, surveys, and other methods as required 
  • Liaise with relevant, diverse DOS stakeholders;
  • Monitor progress of all qualitative and quantitative data collection and analysis. 
  • Provide detailed oversight of the development of all products, including work plan, draft and final reports, briefing materials, webinar materials, and others for a variety of audiences. 

Qualifications 

  • A minimum of a bachelor’s degree;
  • A minimum of eight (8) years of experience performing complex social science research, investigations, or evaluation studies;
  • A minimum of three (3) years of experience serving as a manager or higher level labor category on inspections or evaluations;
  • Active SECRET clearance, TOP SECRET preferred;
  • Familiarity with the current situation in Ukraine;
  • Understanding of U.S. foreign assistance;
  • Experience with a range of research designs and methods
  • Proven expertise ensuring investigations and evaluations are held to the highest methodological rigor and ethical standards;
  • Familiarity with the Department of State writing style guide;
  • Experience designing and implementing studies.
