Northrop Grumman’s Space Systems sector is looking for a Program Manager (technical) with the Rapid Innovation Operating Unit and Mission Enabling Communications organization to support a classified program with the cyber security and systems integration of mission critical satellite communications capabilities. The candidate will work with engineers and multiple customer stakeholders to manage development of new capabilities to ensure on-time delivery, integration, and test schedules.
The primary objective will be to support the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will work with an array of program and external stakeholders to align technical requirements and integration schedules for cutting edge Satellite Communications related technical development.
Essential Functions:
The Technical Program Manager assists in coordination of all phases of programs from inception through completion
Supports management of the cost, schedule and technical performance of company programs or subsystems of major programs.
Coordinates the preparation of proposals, business plans, proposal work statements, and specifications of contract.
Acts as a customer contact for program activities, supporting program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Ensures cyber security is coordinated and embedded in every aspect of the system design and integration.
Supports the development of new business or expands the product line with the customer.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Coordinates the work of employees assigned to the program from technical, manufacturing and administrative areas.
Basic Qualifications:
Bachelor’s Degree and 9 years of experience, or Master’s and 7 years’ experience. In lieu of a degree, 13 years of experience will be considered.
Active/current TS/SCI required at time of application
Minimum of 2 years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
Experience with EVMS.
Demonstrated experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
Demonstrated success leading teams/and or organizations to achieve a common goal
Ability to travel up to 25% of the time, domestically and possibly internationally
Experience building schedules in Microsoft Project
Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.
Scope, Configuration & Change: The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
Preferred Qualifications:
Experience with Northrop Grumman CAM role
Knowledge of space communication is preferred.
Experience with cybersecurity, networking, or manufacturing
Experience with Agile based Systems Engineering Processes and Jira
Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
Issue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
Program Integration: The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
Requirements: The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.
Risk & Opportunity: The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
Technical Performance: The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
