Job Description Summary
This position resides in the Office of the CFO and is integrated into UCAR Community Programs (UCP) where it is responsible for providing leadership in UCP to foster adoption of and adherence to sound budgeting, ensuring pre- and post-award and compliance practices are adopted and adhered to throughout UCP’s Centers and Programs. This position is responsible for informing and supporting decision-making by the UCP Directorate and Centers.
This OCFO position directly supports the UCAR Deputy CFO - UCAR Financial and Planning Office, providing timely and accurate forecasts of indirect spending and MTDC generation. This position also provides ad-hoc support to the UCAR Budget and Planning team as needed.
Extramural funding requests are submitted under UCAR’s name. It is essential that this OCFO-deployed position effectively liaises with UCP staff and leadership to ensure UCP proposals align with required institutional standards and safeguard the organization’s reputation.
In a deployed model with regular check-ins, this position also works in concert with the UCP Director of Business Operations, UCP executive and finance teams on strategic and annual program planning for the UCP Directorate and Centers, including detailed operating budget development. This position
provides subject matter expertise to and is responsible for integrating and overseeing the functional activities of financial planning, budgeting, forecasting and analysis of UCAR Operations with UCP and the UCP Business Shared Services (BSS). This position also leads the overall management of
UCP pre-award activities and post-award reporting for contractual funding vehicles, including UCP’s utilization of NCAR’s NOAA IDIQ (Indefinite Delivery, Indefinite Quantity).

Work Location: This position requires a hybrid work presence with a minimum of 3 days/week on-site at the Foothills Lab Anthes building in Boulder, CO.
What You Will Do
Here is a brief summary of what one would expect to be generally responsible for in this role.
Integration and Development:
- Engages in the UCP BSS, assisting UCP Centers and Program with internal financial analysis, strategies and metrics for program management
- In partnership with the UCP Director of Business Operations, designs and implements best practices of budget planning and development procedures and guidelines for UCP in coordination with the UCAR Budget & Planning office and the financial functional area teams within the UCP BSS
- As the UCP budget Subject Matter Expert (SME) exercises advanced pedagogical skills to upskill LCPO senior administrators and senior budget analysts.
- Provides support for and collaboration on complex UCP proposal development when in-depth budget expertise is required
- Develops and monitors successful internal financial controls and guidance in compliance with Office of Management and Budget (OMB) Uniform Guidance and UCAR policies and procedures
- Develops and produces financial reports and special projects as needed, determined by UCP and/or CFO leadership
- Develops a strong understanding of UCAR’s business applications
- Develops the components of the indirect cost budget and indirect cost rate for UCP, including estimates for Modified Total Direct Costs (MTDC), and provides recommendations to executive teams on the allocation of indirect funds to the UCP Centers
- Provides expert guidance to and collaborates with the Finance Team of the UCP BSS
Analysis and Reporting
- Analyzes financial data and anticipates and advises on budget strategies
- Provides expert guidance and direction on the development and maintenance of methodologies used for organizational reporting, ensuring overall data integrity
- Partnering with UCAR’s Data Analytics and Business Intelligence Analyst, ensures financial systems provide timely and accurate data and that the tools and processes are in alignment with the entity’s financial requirements
- Translates data into high-value, actionable insights for UCP management teams, developing and refining new analyses in response to changing business needs
- Develops and monitors financial and non-financial Key Performance Indicators (KPIs), historical statistics and the appropriate reporting to assess financial performance across UCP
- Oversight of monthly monitoring and ad-hoc analysis of UCP financial information, identifying anomalies and overseeing corrective action, as required.
- Provides support across UCP for audit reporting, including multi-year data requests and analysis, where accuracy is critical and turnaround time is short
UCP Proposal Office Leadership
- In partnership with the UCP Director of Business Operations, develops, interprets and implements UCP proposal procedures and guidelines
- Works with UCP staff to ensure high-quality proposal preparation and compliance
- Serves as UCP liaison and expert with UCAR Contracts and UCAR Office of Export Research Security
- Determines UCP's proposal eligibility based on interpretation of sponsor announcements and requests for proposals
- Participates in institutional committees or working groups charged with improving proposal systems and procedures
- Manages the analysis of proposal data for institutional statistics and management reports for UCP management
- Conducts training to UCP scientific and administrative staff on proposal preparation and electronic submission process to agencies
- Applies and provides expert advice on relevant OMB, FAR and other contract guidelines to the UCP Centers
Contract Management and Oversight - NOAA IDIQ
- Oversees the monthly scientific and financial progress reporting required by roll-upsponsors to ensure consistency in reporting, facilitating the roll up of reports by external program managers and contract officers
- Oversees overall budget, by CLIN and task, including monthly projections.
- Ensures budget collectively across all tasks is spent within limits
- Monitors contract requirements and ensures timeliness of performance and deliverable schedules for UCP; including communicating milestones and benchmarks
- Collaborates with NCAR Contract Management Analyst to monitor overall NOAA IDIQ spending and proactively identify and address issues, communicating with and escalating to NCAR & UCP leadership as appropriate

Education and Experience:
- Bachelor’s or preferably Master’s degree in finance, accounting or business-related discipline
- Eight years of increasing experience in financial analysis, accounting or related fields
- Must have four or more years of direct supervisory experience
- Experience in a non-profit organization and/or a federally funded non-profit environment
Knowledge, Skills, and Abilities (Required/Desired)
- Expert skill in large, complex budget development and analysis, cost control and project accounting

- Proven experience in budgeting and forecasting with direct and indirect costs in a complex federal funding environment

- Strong interpersonal skills; ability to communicate complex ideas and information effectively using both oral and written presentations to a wide audience from different technical disciplines and backgrounds; experience working with senior leaders on complex financial planning and reporting issues
- Maintain high ethical and confidentiality standards, capable of dealing with sensitive and confidential information
- Expert knowledge of Excel, reporting and financial tools, mastery of MS Office and Google Apps tool suites, experience with Workday or similar report writing tools, proficient in preparing and presenting complex financial material
