The Opportunity:

This position is located in the Civil Trial Section, Tax Division, Department of Justice. As a Paralegal Specialist, the employee performs paralegal support to an attorney who is blind or visually impaired as well as support other attorneys in the Section engaged in a variety of cases. Special Attorney Support 75%

  • Assist an attorney who is blind or visually impaired by performing the full range of paralegal duties that include conducting legal research; reviewing, tracking, and organizing case files including electronic and paper documents and data; reading, proofreading, and cite-checking documents; composing correspondence, subpoenas, and motions; and preparing for and assisting the attorney during telephone calls, meetings, depositions, trials, court hearings, mediation/settlement conferences, and associated travel. For travel both locally and otherwise, the incumbent may be required to drive to meetings and other appointments if public transportation is not readily available.
  • Read aloud and in a clear and distinct manner those legal documents that are handwritten or not accessible through use of Text-to-Speech Screen Reader software; proofreads, drafts, or revises those documents; explains and describes contents of the documents to the attorney, including charts or graphs; analyzes voluminous documents to explain relevant content to the attorney; prepares and edits written products, correspondence, and court documents ensuring accuracy, proper format, spelling, punctuation, and grammar; identifies inconsistencies in text (including for legal and record citations); in layout, plans spacing and indentations of charts and tables in text.
  • Manage the logistical aspects of trial/hearing/deposition/mediation or settlement conference and relays events that typically would be picked up only visually; contacts and interviews potential witnesses to gather information and assists with preparing witnesses for court appearances, depositions, etc.; assists during conduct of depositions, trials, court hearings, mediation/settlement conferences, and other court proceedings including managing exhibits and courtroom presentation technology and describing proceedings to the attorney.
  • Conducts legal research of defined scope and complexity as well as referencing and citing sources, applicable precedents, transcripts, legislative history, and other relevant documents.

Paralegal Support 25%

  • Provide paralegal services to other attorneys within the Section when he or she is not assigned to assist the blind or visually impaired attorney.
  • Perform legal research using section or attorney files, library references, corporate records, private and governmental studies, computer databases, and other pertinent sources including the Department of Justice, Library of Congress, law schools, and other available research facilities to supply information for inclusion in memoranda, briefs, and similar documents.
  • Perform initial review of discovery materials prior to review by attorneys; inputs important document labels and facts into case management databases and digital review platforms; and establishes and maintains digital case files containing interview notes, deposition transcripts, discovery responses, objections, motions, affidavits, general correspondence, exhibits, and other items relating to the Division's cases.
  • Organize and prepare documents for production in court appearances, discovery, depositions, and trial; maintains case management databases and other systems storing materials to be used as exhibits in court proceedings and trials; and creates logs, spreadsheets, tables or other records to assist in the organization, including use of Case Map and TextMap software.
  • Prepares and arrange documents for service of subpoenas and service of process; creates witness lists and coordinates the appearance of witnesses and witness trial preparation; conducts preliminary interviews with sources of potential fact witnesses; locates witness telephone number/address using information in IRS or DOJ files, internet or traditional sources; and drafts witness interview memorandum or declarations and obtains signatures from witnesses.
  • Coordinate trial logistics by contacting the appropriate courtroom clerks and U.S. Attorney's offices and coordinates with the Automated Litigation Support (ALS) group to present electronic evidence using PowerPoint, Sanction, Windows Media Player, and other litigation software.
  • Create digital graphics, charts, and other materials; creates timelines and other demonstrative exhibits using computer programs such as Time Map and PowerPoint; coordinates scanning and printing of documents and organizes them into exhibit binders for use at depositions, interviews, mediation/settlement conferences, hearings, and trial; prepares lists and tables to correlate the exhibits with transcripts, and keeps a strict account of the exhibits used in court proceedings; prepares and ensures service of subpoenas; contacts and coordinates with potential deposition, hearing, and trial witnesses; creates summary charts using discovered and IRS materials; and may be required to testify about any created summary charts.
  • Draft, proofreads, and edits briefs, memoranda, pleadings, and correspondence; organizes materials, prepares synopses, and summarizes information; reviews and researches citations, footnotes, textual references, and other entries for accuracy.
  • Travel to the site of hearings, discovery, and trials and performs paralegal duties and responsibilities; operates electronic courtroom aids by preparing projectors, screens, and other equipment; and runs electronic software during trials and hearings to assist in presentation of evidence.



Responsibilities:

  • In addition to performing functions of Document Management Technician, as described below, performs moderately complex litigation support tasks, including, for example, detailed review and analysis of case materials in a broad range of subject matters, such as financial records, health care materials, and other litigation files; detailed indexing of case files; drafting procedures for accomplishing litigation support assignments; document acquisition related tasks; screening for privilege documents; and conducting database searches. 
  • Proofreads and edits deliverable products. 
  • Sometimes serves as "team leader" for larger group of Document Management Technicians and clerical support staff. 
  • Often works with minimal supervision. 
  • Reports to Task Supervisor or Project Supervisor. 



Qualifications:

Required: 

  • Skill in applying assistive technologies for the blind or visually impaired, including operating devices and software programs.
  • Knowledge of the application of various laws, court and/or administrative decisions, rules, regulations, policies, and procedures that pertain to legal cases and actions that include civil and/or criminal procedures.
  • Knowledge of research techniques, methodologies, and procedures sufficient to collect and prepare support documentation for the litigation of civil, criminal, and/or appellate cases.
  • Knowledge of automated litigation support systems, e-discovery, scanning and electronic document numbering.
  • Skill in computer software applications to create, edit, and format documents, correspondence, logs, spreadsheets, tables, or other records.
  • Skill in communicating verbally to prepare and present relevant information required to support proposed litigation.
  • Skill in communicating in writing to prepare legal documents including court filings, discovery, and internal memoranda; briefs; and summaries of analyses.
  • Undergraduate degree or three years of experience on major litigation support projects
  • Highly organized and demonstrated ability to work independently in a team environment
  • Must have excellent writing skills and oral communication capabilities. 
  • Requires hands-on familiarity with the Government's office and network environment.
  • A knowledgeable user of the Government's office and network environment, including but not limited to, word processing, spreadsheet, imaging, and hardware systems. 
  • Deliver consistent high-quality work product in a deadline driven environment under extreme pressure.
  • Proficiency with Microsoft Office Suite of applications and Adobe Acrobat.
  • Familiarity with ESI tools and knowledge of eDiscovery procedures and resources
  • Familiarity with the Criminal Justice system.
  • Persistent, diligent attitude towards work assignments.
  • DOJ MBI must be obtainable (US Citizenship required).

Pay Range:

This posting is for a position covered by the Service Contract Labor Standards (SCA). The pay and benefits provided for this position will meet or exceed the minimum required amounts detailed in the wage determination issued by the Department of Labor and made applicable to this position, as incorporated into CACI’s government contract for the work location.
 

Minimum Required Hourly Wage:

$26.81
