Alaska OverviewPosition Overview
The Regulatory Specialist – BLM/DOT (Bureau of Land Management/Department of Transportation) provides technical and regulatory leadership to ensure accurate hydrocarbon measurement and adherence to federal and State of Alaska regulatory requirements across North Slope operations. The role serves as the subject matter expert (SME) for BLM custody transfer measurement, flow measurement regulatory systems, and production accounting inputs that directly impact royalty reporting, regulatory compliance, and ConocoPhillips’ license to operate. They also serve as a DOT pipelines program coordinator for programs such as the Public Awareness Program (PAP) and the Drug & Alcohol Program (D&A).
This position supports existing assets and new developments through design, installation, commissioning, startup, and handover phases, while acting as the primary interface with regulatory agencies. The role manages elevated compliance risk areas, including mismeasurement and regulatory audits, and ensures regulatory requirements are effectively translated into operational practices, preventative maintenance (PM) systems, and governance frameworks.
