ACCIONA, in its Infrastructure division, is looking for an HR Manager, Southeast Asia, based in Manila, Philippines.Job Description
The HR Manager, Southeast Asia, is responsible for driving and executing the regional HR strategy in alignment with global guidelines, driving excellence in people practices, fostering a strong corporate culture, and supporting business growth through effective talent management and organizational development.
Collaborate with global Corporate HR teams in the design of strategies and be responsible for the implementation of all Southeast Asia HR strategies and policies, in consultation with the Country Director and Corporate HR at HQ in Madrid.
Define strategies, frameworks, and conditions in collaboration with key AIC stakeholders, covering core HR areas such as Recruitment, Total Compensation, Performance Management, Training & Development, and Talent & Workforce Planning.
Implement and manage the Bonus Plan system, including providing recommendations in alignment with the Country Director.
Drive corporate culture development by strengthening ACCIONA’s vision across Southeast Asia, while identifying new challenges and implementing innovative solutions.
Execute HR operational objectives, ensuring alignment with global HR (RRHH) goals and initiatives.
Lead the development of general management and leadership capabilities, and cascade HR frameworks to both the wider employee population and the management team.
Ensure the accuracy, efficiency, and compliance of the ACCIONA payroll system, including statutory deductions and obligations for both local and expatriate employees, taking into account global income considerations.
Make high-impact decisions and provide recommendations on employment terms and conditions.
Identify and implement improvements to HR systems and processes to align with the business plan.
Partner with Corporate HR teams to identify key talent and develop and implement strategic development plans for identified employee groups.
Ensure that internal mobility policies are properly implemented and adhered to.
Oversee compliance with all immigration requirements associated with international mobility processes.
Ensure HR objectives are aligned with and support global policy requirements while adding measurable value to ACCIONA.
Monitor workforce trends and develop solutions to attract and retain high-performing employees.
Ensure the consistency and integrity of ACCIONA’s HR systems, standards, and principles across all Southeast Asia operations, including joint ventures.
Recommend annual total compensation adjustments in line with market conditions and business requirements.
Propose, develop, and implement a local talent attraction strategy in collaboration with ACCIONA Talent teams.
Required Skills and Competencies
Bachelor’s degree in Business Administration, Human Resources Management, or a related field. An MBA or Master’s degree with a specialization in Human Resources is preferred.
Minimum of 8 years of progressive HR experience, including experience working in international and/or multicultural environments, ideally within a multinational organization.
Full professional fluency in English is required; Spanish is considered a plus.
Knowledge of local HR practices and labor regulations in the Philippines.
Strong skills in business planning, organizational culture, and team development and leadership.
Demonstrated ability to foster a high-performance work environment that drives employee engagement and results.
Strong capability to develop and implement pragmatic, flexible HR solutions that support business objectives while ensuring alignment with corporate HR principles and local labor regulations.
Solid understanding of core HR functions, including talent management, employee relations, and performance management.
Strong stakeholder management and influencing skills across different levels and geographies.
High level of cultural awareness and adaptability to work in international and multicultural environments.
Willingness to travel as required to support business needs at both corporate and project level, primarily within Southeast Asia and occasionally to HQ in Spain.
