Job Description Summary
The Japan Customs Leader is responsible for end to end execution and governance of import customs operations for GE HealthCare Japan, ensuring regulatory compliance, uninterrupted import clearance, and strong audit readiness in a highly regulated environment.
The role operates with defined autonomy within GE HealthCare global customs frameworks and Japan Customs regulations. It owns Japan import customs execution, governs broker performance, manages key customs programs (AEO, valuation agreements etc), and resolves operational and compliance issues. The position is primarily an individual contributor role with informal leadership and country-level ownership.
This role is critical to ensuring business continuity, regulatory credibility, and risk mitigation for GE HealthCare Japan’s import footprint.

Job Description
Roles and Responsibilities
Customs Operations
Execute day‑to‑day import customs operations in compliance with the Japan Customs Act, GE HealthCare Customs Enterprise Standards, and ASP Policy.
Own and manage customs broker performance, including express carriers and BPO partners, ensuring adherence to GE HealthCare requirements.
Act as the primary customs operations point of contact for Japan Customs authorities.
Maintain and support customs facilitation programs such as AEO, advance rulings, and valuation agreements, evaluate FTA requirements.
Partner with Logistics, OTR, GSPO, SVC, and other functions to minimize clearance delays, inspections, and operational disruptions.
Compliance & Audit Readiness
- Execute trade compliance policies, SOPs, and work instructions at the country level.
- Support internal audits, post‑clearance reviews, and external customs audits; prepare responses to customs inquiries.
- Ensure accurate recordkeeping, metrics tracking, and compliance reporting in line with statutory and GE HealthCare requirements.
Problem Solving & Judgment
Resolve routine customs issues and manage non‑standard operational escalations.
Apply professional judgment in a structured regulatory environment while adhering to established policies.
Escalate high‑risk or precedent‑setting issues to APAC Customs Leadership as appropriate.
Cross‑Functional & Regional Collaboration
Partner with Japan Logistics, Manufacturing, Engineering, Finance, Tax, Legal, Regulatory, and Quality teams.
Coordinate with APAC and Global Customs teams on regional initiatives, system enhancements, and compliance programs.
Work closely with external advisors and BPO partners.
Communication & Informal Leadership
Communicate effectively with internal stakeholders, service providers, and regulatory authorities.
Provide informal leadership and functional guidance to support customs capability building.
Support structured handovers, onboarding, and continuity planning.
Required Qualifications & Experience
Bachelor’s degree in law or international business, Supply Chain, or related field.
10–12+ years of experience in Japan import customs operations.
Strong working knowledge of HS classification, customs valuation, country of origin, and audit management under Japan Customs regulations.
Experience managing customs broker models and BPO frameworks.
Fluent in Japanese and English (written and spoken).
Preferred
Registered Customs Specialist (Japan) - Licensed / Certified Customs Specialist (Japan) –
Experience in medical devices or other highly regulated industries.
Hands‑on experience with AEO, advance rulings, post‑clearance audits, and FTA utilization.
Exposure to regional or global customs initiatives in a multinational environment.
- Experience managing import customs clearance operations for large companies across diverse product categories.
