Join the dynamic & growing team at Northrop Grumman's Defense Systems sector as a Senior International Program Manager in Northridge, CA. As part of the Advanced Weapons Business Unit (AWBU), you'll spearhead pioneering capability enhancements to the Advanced Anti-Radiation Guided Missile (AARGM) franchise program. This critical portfolio poised for growth domestically & across the globe.

We're seeking a seasoned program leader to lead efforts in expanding our international footprint onto multiple platforms. This role involves developing and executing offset/industrial participation strategies, responding to pricing and availability proposal requests, and fostering strong customer relationships with existing international partners. The successful candidate will collaborate with cross-functional teams across business development, production, development, and sustainment to ensure the long-term sustainability of our international programs.

Our Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout) within cost, schedule, and technical performance. Key Responsibilities include:

Program Growth and Execution:

  • Lead efforts to identify and capture new international opportunities across multiple platforms.

  • Develop and execute strategies to grow international programs in alignment with business area objectives.

  • Manage program schedules, budgets, and deliverables to ensure successful execution.

  • Measure and report regular program performance

  • Delivering presentations to customers, executive management and other program stakeholders

  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

  • Managing suppliers to meet program objectives

  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization

Offset/Industrial Participation Strategy:

  • Develop and implement offset and industrial participation strategies tailored to each country’s requirements.

  • Collaborate with internal and external stakeholders to meet offset obligations and create long-term value.

  • Working with foreign customers, Business Development and Engineering to create meaningful offset participation when required

Proposal Management:

  • Lead responses to pricing and availability proposal requests.

  • Developing proposals for FMS, DCS and Cooperative efforts.

  • Coordinate with cross-functional teams to ensure proposals are competitive, compliant, and aligned with customer needs.

  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

Customer Relationship Management:

  • Establish and maintain strong relationships with international customers to enhance customer intimacy and satisfaction.

  • Serve as the primary point of contact for international program stakeholders.

  • Proactively address customer concerns and resolve issues to maintain program integrity.

  • Cultivating US and International customer relationships and intimacy to develop further opportunities within the customer community

Cross-Functional Collaboration:

  • Partner with business development, production, development, and sustainment teams to ensure program alignment and sustainability.

  • Drive communication and collaboration across internal teams to achieve program goals.

  • Identify and mitigate risks to ensure program success.

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

Market Analysis and Strategic Planning:

  • Conduct market research and analysis to identify emerging trends and opportunities in international markets.

  • Contribute to strategic planning initiatives to align international growth with corporate objectives.

  • Developing new international business opportunities through long term strategic planning, capture planning, and development of proposals and business plans

  • Coordination with International Trade Compliance (ITC) to ensure export license and agreements are in place to support our activities.

Ability to resolve disputes and negotiate with positive outcome while maintaining good relationships within the organization, specifically between peers and management as well as all levels of program.

  • Program Growth:  The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.

  • Proposal Team Development: The ability to define proposal strategy and develop proposal teams that analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).

  • Risk & Opportunity:  The ability to address portfolio uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities for the Market Area looking forward 5 years and beyond.

  • Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations. 

Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years), OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) experience supporting U.S. Government contracts and customers and/or project management in other industries

  • Minimum 10 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager

  • Minimum 10 years of demonstrated success leading teams and/or organizations to achieve goals

  • Knowledge of pricing and proposals

  • Experience managing suppliers

  • Active Secret Security Clearance

  • High level of competency in Project Management skills and toolsets

  • Competent in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)

  • Work Environment: This position will require 50-60% domestic and international travel to meet with customers, partners, and stakeholders. The role involves working in a dynamic, fast-paced environment with tight deadlines and high visibility.

Preferred Qualifications:

  • Experience with import/export laws and regulations

  • Experience with international program management

  • Experience developing & managing international offset / industrial participation strategies

  • A degree in a science, engineering, or a business program

  • PMP® certification

  • 5-10 years of managing direct reports

  • Experience in Proposal Management

  • Experience in the aerospace/defense industry or within the Department of Defense or NASA 

  • Experience with Lean, Six Sigma, Agile methodologies

  • Ability to define technical strategy to promote capturing business in new areas

  • Active Top Secret Security Clearance

Salary Range: $187,000.00 - $280,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
