Northrop Grumman Mission Systems' Operations organization is excited to offer an opportunity for an experienced, hands-on manager to lead the Global Supply Chain (GSC) organization at the Buffalo, NY campus. The selected individual will be the primary GSC interface for the Buffalo site as part of the Navigation, Targeting, and Survivability Division and will lead all local GSC personnel in the delivery of the highest levels of program execution. The successful candidate will work as a crucial member of the Operations Integrated Program Team (IPT) and will report directly to the vice president of Operations for the Navigation, Targeting, and Survivability Division.
This leader is responsible and accountable for the strategy, planning, and execution of all material and services content for a program or collection of programs. The selected candidate will act as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinate cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. This leader will develop the material strategy and lead the activities for GSC in all phases of the Business Acquisition Process (BAP) and will ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. This person will lead supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. This manager will also brief the PMO and executive management on the status and issues affecting program cost and schedule performance.
The manager supply chain programs is responsible for activities and knowledge within multiple disciplines across the supply chain processes: Supply Chain-Plan, Supply Chain-Source, Supply Chain-Make, Supply Chain-Deliver as well as Supply Chain-Operations. This manager will exhibit end-to-end supply chain competency and manage supply chain functions (Planning, Sourcing, Small Business/Disadvantaged Programs, Supplier Quality, Warehouse & Transportation, Analytics, Compliance, Systems, etc.). Additionally, the successful candidate will provide direction to the team to ensure compliance with established policies and procedures.

Basic Qualifications:
- Bachelor's degree and 9+ years minimum (or Master’s degree and 7+ years,) years of related experience (e.g. cost account management, supplier financial reporting/forecasting and supplier/program/product scheduling or closely related)
- 5+ years of team lead and or management of people
- US Citizenship and ability to obtain government security clearance
- Working knowledge of Federal and Defense contracting requirements including ITAR and FAR/DFAR
- Self-motivated and proactive, organized, and detail-oriented
- Experience in dynamic program and supplier environments
- Developing Supplier Management Strategy to support program needs cost and schedule
- Demonstrates leadership success and ability to influence direct reports
- Successful collaboration with peers, other functions and all levels of management
- Highly effective interpersonal skills, commitment to fostering an engaging environment for others and excellent communication skills
- Ability to travel approximately 25% to support supplier management, strategy, and execution to program requirements
Preferred Qualifications:
- At least 5 years of previous experience in Supply Chain Management, Operations, Business Management or related field
- Demonstrates success/problem solving skills in supply chain, business management, operations, logistics, engineering or program management
- Knowledge of running large scale programs with significant material content
- Prior leadership in developing team or working with teams &/or mentoring others in career development activities
- Working knowledge of DCMA/MDA and effective interfacing with these orgs.
- Knowledge/experience with SAP
- Experience with Earned Value Management Systems and requirements, supplier financial reporting/forecasting, contracting/subcontracting, or supplier/program/product scheduling
- Ability to successfully manage complex supplier specifications, drawings, SOW’s and supplier issue resolution
- Strong business acumen and ability to operate in a fast-paced environment that consists of leading-edge technology suppliers and non-traditional supply base.
- International Supply Chain experience
- Experience working with Supplier Performance management to develop management plans and quality improvement via KPI’s and Supplier interface
Salary Range: $149,400.00 - $224,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
