The Leidos National Security Sector has an exciting opportunity for you, our next O&M Program Manager in charge of the Leidos contract and all associated tasks – cost, schedule, and performance. This person shall be the primary point of contact for the Leidos program and will be responsible for overall contract management of all maintenance activities at all Contract sites in the AFCENT AOR.
You would be responsible for the overall operations and maintenance of systems and equipment for all contract locations. In this role, you will ultimately responsible for resolving issues, problems, and concerns affecting assigned ATCALS, C2 equipment, along with support equipment (i.e. Generators, HVACs/ECUs) to ensure continuous flight safety, orderly flow of air traffic, and critical ATC and C2 communications/data availability. You will direct Leidos Regional On-Site O&M Manager and support the O&M Site Leads and Maintenance personnel, and collaborate with Government personnel to obtain information and data needed to support root cause analysis, make determinations, design Course(s) of Action, and provide advice or decisions to resolve issues, problems, and concerns in a timely manner. You should be thoroughly familiar with assigned ATCALS and C2 equipment, standard maintenance practices, preventative maintenance, troubleshooting and repair techniques, and day-to-day management activities, including the management of a large offsite team. You will be the main communication interface to ultimately ensure the program meets scope, time, and budget requirement.
Basic Qualifications:
Active Secret clearance.
Bachelor's degree in Business Administration or related discipline, and Graduate of an approved DoD or FAA ATC course. (additional experience, education and training may be considered in lieu of degree)
Fifteen (15) years of consecutive C2/ATCALS/NAVAIDS and related HVAC/PowerPro maintenance, troubleshooting and installation management experience supporting Control Towers, Radar Facilities and Airfield Management Operations is a must.
Minimum of two (2) years program/ project management experience directly related to ATCALS, C2 equipment, along with support equipment (i.e. Generators, HVACs/ECUs) with Air Bases within the AFCENT AOR.
Knowledge of FAR and DoD procurement policies and procedures is required.
Knowledgeable and skilled in financial management processes and budgeting.
Experience in both program management and team management.
Skilled in writing and validating technical and financial reports.
Demonstrate good problem-solving skills and experience overseeing accomplishments of multiple tasks by multiple sites leads.
Experience supervising in a maintenance work center with understanding of scope of responsibilities, and extensive knowledge of ATC rules, regulations, and techniques to enable effective communications with all O&M team members and customers.
Operations and maintenance experience supporting US Air Force and AFCENT is required.
Preferred Quals:
PMP certification is desired.
Understanding of processing requirements for team movement to and from the AOR.
